Secretariat's publications
This page displays the reports, reviews and explanatory notes written by the Secretariat. In addition to the Treaty, the acquis in force, together with the amending Ministerial Council decisions, give rise to a series of reporting obligations. A total of 50 Articles task the Secretariat to monitoring and reporting. Parallel to this, the Secretariat issues audit reports upon regulator's requests. Other reports document the progress achieved of an area of work specific project. Also Ukraine Support results in diverse, new series of reports.
The Secretariat’s Policy Guidelines, on the other hand, address pressing policy issues, provide guidance and best practice examples with the aim to inform and support governments, legislators and relevant stakeholders in their implementation efforts. With the Third Energy Package extending its role, the Secretariat for instance is to give an opinion on national regulatory authorities' decisions on certification and exemptions. For the Secretariat's Opinions, please refer to the LEGAL-section. The Secretariat's Work Programmes can be found on a separate page that groups together all the institutional Work Programmes.
