Secretariat's reports
This page displays the reports, reviews and explanatory notes written by the Secretariat. In addition to the Treaty, the acquis in force together with the amending Ministerial Council decisions give rise to a series of reporting obligations. A total of 50 Articles task the Secretariat to report writing. Parallel to this, the Secretariat issues audit reports upon regulator's requests. Other reports document the progress achieved of an area of work specific project.
The adoption of the Third Energy Package extended the role of the Energy Community Secretariat. The Secretariat is for instance to give an opinion on national regulatory authorities' decisions on certification and exemptions. The Secretariat’s Policy Guidelines, on the other hand, address pressing policy issues, provide guidance and best practice examples with the aim to inform and support governments, legislators and relevant stakeholders in their implementation efforts.
