Moldova adopts amendments to the Law on Natural Gas

Yesterday, the Parliament of Moldova adopted an amendment to the Law on Natural Gas, which further aligns Moldova in line with crucial aspects of the European Union's energy acquis. The law adopted ends the previous practice of charging customers willing to change supplier an exit fee for deviations accrued by the universal service supplier, and eliminates the ban on trade and supply licenses. It also includes major improvements on security of supply (by incorporating Regulations 2022/1032 and 2017/1938) and unbundling of the transmission system operator.

Secretariat publishes its Recommendations on the draft National Energy and Climate Plan of Bosnia and Herzegovina

The Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina submitted their draft National Energy and Climate Plan (NECP) to the Secretariat for its review on 30 June 2023. Based on Article 9 of the Energy Community Governance Regulation, the Secretariat assessed the draft Plan and issued its Recommendations. The Secretariat concluded that the draft is missing the analytical part, which is essential for the necessary overview of Bosnia and Herzegovina’s planned path towards achieving its 2030 targets in GHG emission reduction, renewable energy and energy efficiency. The NECP would also benefit from a more concrete formulation of policies and measures reflecting the precise actions that the authorities of Bosnia and Herzegovina are planning to take to facilitate the green transition. Bosnia and Herzegovina is invited to bring its 2030 targets regarding energy efficiency (maximum level of primary energy consumption) in line with the Energy Community’s 2030 targets.

The Secretariat concluded that the draft is structured in line with the Governance Regulation requirements and includes a comprehensive list of current and planned measures. The targets outlined in the draft NECP are in line with the 2030 targets for Kosovo* adopted by the Energy Community Ministerial Council in 2022.

Sweden thereby makes a significant contribution to the Fund's mission to repair and strengthen Ukraine's energy infrastructure, which has been damaged in the wake of Russian attacks. Vestmoldtransgaz starts operation of the Moldovan gas transmission network

Following a set of contracts concluded between the previous operator of the main gas transmission system network, Moldovavtransgaz, with Vestmoldtransgaz and the recent decision by ANRE to provisionally designate Vestmoldtransgaz as an independent system operator, the latter started the operation of the entire Moldovan gas transmission system on 19 September 2023. By ANRE’s decision of 18 September 2023, the transmission operation license of Moldovatransgaz was withdrawn.

Secretariat welcomes milestone law for corporate governance reform in Ukraine

With the adoption of Law 9311-1-d at the Parliament’s session of today, the Verkhovna Rada paved the way for the long-awaited corporate governance reform of the transmission system operator for gas, GTSOU. GTSOU was created as a subsidiary of a state-owned holding company in the course of unbundling. This two-layered structure failed to ensure independence and efficient operation of GTSOU and will now be abolished after the adoption of the new Law. The shares in GTSOU will be held by the Ministry of Energy, while its role in the company’s decision-making will be mitigated by a new charter and a new independent supervisory board.

Secretariat reviews the fitness of vulnerable customers’ support schemes to overcome energy crisis

Today, the Secretariat published its report on Protection of vulnerable households in the Western Balkans Contracting Parties in the context of rising energy prices and the EU Energy Support Package. The report analyses how the Western Balkans Contracting Parties support the vulnerable and energy poor households during the energy crisis, particularly differentiating between the overall support for all households and the assistance to those in extreme need.
