    Secretariat's structure: Units at work

    The Secretariat is structured into several specialised units, each responsible for different policy areas and operational functions.
     

  • Delegated acts

    Secretariat’s mandated legal actions

    The Energy Community Treaty mandates the Secretariat to adopt procedural acts. Furthermore, Energy Community acquis may require the Secretariat to adopt legal documents on the basis of delegated powers.
     

    Legal document Prime purpose
    Decisions Set binding measures, specifically gas storage filling trajectories with intermediary targets on the basis of Gas Storage Regulation.
    Procedural acts Define organisational rules and internal procedures.
    Opinions Assess certification of transmission system operators and requests for exemptions  on the basis of Third Energy Package.
    Recommendations Review draft NECPs and suggest refinements or adjustments on the basis of Governance Regulation.

  • Policy Guidelines

    Advancing implementation: Secretariat Guidance

    Recognizing that not all implementation challenges can be fully addressed within the Implementation Report, the Secretariat complements its efforts by issuing Policy Guidelines.

    Building on the Energy Community acquis in force, the Policy Guidelines tackle pressing policy challenges and offer practical guidance, best practice examples, and interpretative support. Their aim is to assist governments, legislators, and other stakeholders in the Contracting Parties in advancing implementation efforts. The topics covered by the Policy Guidelines range from promoting electricity market liberalisation to providing detailed definitions—for example, of a new generation plant—or recommending optimal renewable energy support schemes tailored to national contexts.

    The table below displays the most recent Policy Guidelines issued in the last five years, illustrating how these instruments respond to evolving policy needs and implementation priorities.

  • Centres

    Targeted support through specialised centres

    The Energy Community Secretariat is building a focused network of specialised centres to tackle key regional challenges. With two centres already established and a third in development, this growing initiative provides targeted expertise, dialogue platforms, and practical tools to support Contracting Parties in advancing cooperation, stability, and social inclusion in the energy sector. 
     

    Dispute Resolution and Negotiation Centre 

    Purpose: reducing litigation and supporting market stability


    Serving governments, national regulators, and private sector entities within the Energy Community, DRN Centre offers a neutral platform to address and resolve energy-related disputes in a non-confrontational manner.

    Key features include:

    • Mediation and negotiation services

    • Early-stage conflict prevention

    • Confidential and impartial case handling

    • Flexible procedures tailored to the needs of the parties involved
       

    Centre for Alleviating Energy Poverty

    Purpose: reducing energy poverty through data and policy


    The purpose of the Energy Community Centre for Alleviating Energy Poverty is:

    • to collect data and information related to the causes and impact of energy poverty in the Energy Community Contracting Parties; 
    • to promote the development of appropriate policies and measures for reducing energy poverty;
    • to provide a platform for discussion among the relevant energy sector stakeholders in the Energy Community.
       

    Centre for Renewables Acceleration

    Purpose: Renewables permitting and planning reform


    The Energy Community Secretariat supports Contracting Parties in accelerating renewable energy deployment by improving permitting and planning frameworks, in line with EU requirements and environmental safeguards.
     

  • Summer School

    Powering knowledge: Summer School

    The Energy Community Summer School is an annual academic initiative that brings together postgraduate students and young professionals from across Europe and beyond. Launched in 2016, the program rotates its location across the region each year, providing a dynamic learning environment. The Summer School:

    • Covers the legal, economic, technical, and political dimensions of energy

    • Is led by distinguished academics and practitioners in the field

    • Encourages interdisciplinary learning and international dialogue

    • Offers networking opportunities with leading energy experts and institutions

    Through this initiative, the Secretariat invests in the next generation of energy professionals and promotes a shared understanding of energy transition challenges across borders.
     

  • Projects

    Driving energy reform and EU alignment

    The projects of the Energy Community Secretariat deliver high-impact initiatives that advance energy reform, sustainability, and security across the region.

    Funded by leading international partners, they support the alignment of Contracting Parties with EU energy and climate standards through targeted policy development, infrastructure priorities, and capacity building.
