Renewables Acceleration Areas in Ukraine

The project supports Ukraine’s green recovery and EU integration by developing EU-aligned Cross-border Renewables Acceleration Areas (RAAs) in five oblasts to advance the energy transition and foster regional renewable cooperation.
Timeline and budget- TIMELINE: The project will be implemented between April and December 2025.
- BUDGET: The Secretariat will manage and implement the project through a dedicated unit assigned specifically for this purpose, operating with a budget of EUR 110.000.
BeneficiariesThe Cross-Border REAA in Ukraine project targets five regions in Western Ukraine:
- Ivano-Frankivsk Oblast,
- Lviv Oblast,
- Chernivtsi Oblast,
- Vinnytsya Oblast, and
- Zakarpattia Oblast.
Target groupsDuring implementation, the Secretariat will closely collaborate with Ukrainian ministries and agencies responsible for energy policy, environmental protection, and land cadastre, as well as with local administrations, to gather data and support the development of criteria.
In the project’s second stage, engagement with investment partners—including the European Union, the European Investment Bank, private equity funds, and renewable energy developers—will be key to advancing the initiative.
ScopeThe project focuses on:
- Developing a set of criteria for establishing Renewables Acceleration Areas (REAAs), including environmental, legal, and technical considerations.
- Conducting mapping based on these criteria, using data from open sources and national authorities.
- Identifying financing mechanisms for the construction of renewable energy infrastructure.
Legal frameworkAll project activities will be carried out in compliance with the national laws of Ukraine and in line with EU best practices. The development of criteria will be based on the requirements and provisions of the revised Renewable Energy Directive (EU) 2023/2413 (REDIII), which formally establishes the RAA concept for EU Member States.

The project is expected to deliver three key outputs:
- Set of criteria for the identification and designation of RAA including environmental, social, technical, and economic considerations.
- GIS based map of potential RAA, with explanatory notes on data sources and verification methodologies.
- Information sheet for stakeholders and donors designed to support access to EU financing instruments and promote regional cooperation on renewable energy projects.
