EU4ClimateResilience: Towards a strong climate Framework and MRVA system in Armenia, Moldova and Ukraine

    Cornerstones

    The overall objective is to support the green transition, enhance decarbonisation, strengthen energy security, and improve climate resilience in the Eastern Partner countries.
     

    Timeline and budget
    • TIMELINE: The project will run from June 2025 to December 2026.
    • BUDGET: The Secretariat will manage and implement the project through a dedicated unit assigned specifically for this purpose, operating with a budget of EUR EUR EUR 458.670.
    Beneficiaries

    The beneficiary countries of the EU4ClimateResilience project are 

    • Moldova,
    • Ukraine, and
    • Armenia.

     

    Target groups

    Key stakeholders include:

    • Executive and technical staff in ministries and public agencies responsible for implementing the Paris Agreement and aligning national frameworks with the EU climate acquis or Association Agreement requirements.
    • Civil society organizations, NGOs, and private sector stakeholders may also benefit from project activities.
    Scope

    The project will deliver the following outcomes:

    • Strengthen technical, institutional, and administrative capacity in energy and environment ministries, agencies, and market participants.
    • Conduct analyses on the transposition of monitoring, reporting, verification, and accreditation (MRVA) legislation, identifying existing gaps and providing recommendations for implementation.
    • Support Ukraine in drafting legislation, analytical papers, and technical documents to advance alignment with the EU MRVA/ETS acquis.

    • Moldova
      • Activity MD 1: due 4 Q 2025
        Conduct an analysis of MRV and accreditation legislation, identifying gaps and providing implementation recommendations.
      • Activity MD 2: due 4 Q 2025
        Organize onsite training for competent authorities on permitting, monitoring plans, improvement reports, emissions reporting, and MRVA enforcement.
      • Activity MD 3: due 4 Q 2025
        Provide training for EU ETS operators on principles of monitoring and reporting emissions.
      • Activity MD 4: due 4 Q 2025
        Deliver training for verifiers on verification of annual emission reports.
      • Activity MD 5: due 1 Q 2026
        Conduct a legal gap analysis on the transposition of the Governance Regulation (climate aspects).

       

    • Ukraine
      • Activity UA 1: due 1 Q 2026
        Support the development of national legislation to expand MRVA scope to 19 new activities, followed by tailored training on implementation.
      • Activity UA 2: due 2 Q 2026
        Conduct an analysis of the existing MRV system, providing recommendations for regulatory legal acts under the National ETS.
      • Activity UA 3: due 4 Q 2025
        Provide training for EU ETS operators on emissions monitoring and reporting.
      • Activity UA 4: due 4 Q 2026
        Translate a limited set of MRVA guidelines, guides, and electronic forms.
      • Activity UA 5: due 3 Q 2026
        Organize training for verifiers on verification of annual emissions reports.

       

    • Armenia
      • Activity AM 1: due 2 Q 2026
        Organize onsite training for competent authorities on permitting, monitoring plans, improvement reports, emissions reporting, and MRVA enforcement.
      • Activity AM 2: due 3 Q 2026
        Conduct a legal gap analysis on the transposition of the Governance Regulation (climate aspects).

       

  • Deliverables

    Deliverables

    • Capacity-building delivered: Enhanced technical, institutional, and administrative capacity developed within key energy and environment ministries, agencies, and market participants.

    • Gap analysis report produced: Assessment of the transposition of monitoring, reporting, verification, and accreditation (MRVA) legislation and requirements carried out, with gaps identified and actionable recommendations formulated.

    • Legislative and technical support provided: Draft legislation, analytical papers, and technical documents prepared to advance Ukraine’s implementation of the EU MRVA/ETS acquis.
