Moldova benefits from EU4Energy support aimed at enhancing energy market integration and improving gas transmission efficiency. The technical assistance helps align Moldova’s VAT legislation with EU standards, addressing barriers in the electricity and gas markets to enable smoother regional integration. It also builds the capacity of Moldovan authorities to manage the fiscal aspects of energy markets.

Additionally, the Trans-Balkan study, part of EU4Energy support, explores the potential for optimizing the Trans-Balkan pipeline by creating market-oriented incentives and regulatory frameworks. The study outlines how to unlock the pipeline’s full potential, improve cross-border energy flows, and facilitate Moldova’s integration into broader regional and European markets.

Starting May 2025, the Secretariat implements a demonstration project to strengthen climate resilience, accelerate the green transition, and advance decarbonisation. Designed to support Moldovan local authorities in carrying out concrete climate adaptation projects, the initiative forms part of a multi-donor action aimed at enhancing Monitoring, Reporting, and Verification (MRV) systems, aligning national frameworks with the Paris Agreement and EU climate acquis, and building institutional capacity to implement climate and energy reforms.
 

The PECI label provides selected projects access to a range of EU financial instruments, including grants, guarantees, and more through IPA III, NDICI – Global Europe, WBIF, NIP, EFSD & EFSD+, and the Ukraine Facility. While each instrument has strict eligibility criteria, the PECI label adds value and credibility to any project that meets the requirements. The Secretariat assists selected project promoters in navigating the application process and works with the European Commission and IFIs to secure funding for PECI projects.

Notably, Moldova has one project, E08: 330 kV OHL Balti (MD) - Dnestrovsk HPP-2 (UA), with the PECI label, enabling it to benefit from these funding opportunities.
 

Together with all Contracting Parties, Moldova receives support from the Secretariat through the ongoing study on energy efficiency and energy poverty, focusing on improving building energy efficiency to combat energy poverty and strengthen national institutions.

In the area of gas, Moldova and Ukraine benefit also from a follow-up to the 2024 Trans-Balkan pipeline (TBP) study, which addressed key issues at their interconnection. The TBP 2.0 builds on findings by responding to stakeholder calls for a wider regional perspective—assessing barriers and opportunities along the broader TBP corridor, and providing targeted support to enhance cross-border gas flows.
