Accelerating Renewable Energy Deployment and Just Transition in the Western Balkans: Energy Community Centre for Permitting and Planning
The project supports the Energy Community Secretariat’s Centre for Renewables Acceleration by providing tailored technical assistance to Western Balkan Contracting Parties to accelerate renewable energy deployment.
It focuses on improving inclusive planning and streamlining permitting, while situating renewable expansion within the broader energy transition context—including decarbonisation, energy security, and just transition considerations.
Through a country-specific approach, the project helps address regulatory and administrative bottlenecks, supports the development of Renewable Acceleration Areas (RAAs), strengthens stakeholder engagement, and ensures alignment with EU standards—enabling a faster, sustainable, and inclusive rollout of renewables in the region.

Timeline and budget- TIMELINE: The project will be implemented between December 2025 and November 2026.
- BUDGET: The Secretariat will manage and implement the project through a dedicated unit assigned specifically for this purpose, operating with a budget of USD 200.000.
BeneficiariesAccelerating Renewable Energy Deployment and Just Transition in the Western Balkans project targets six Balkan countries:
- Albania
- Bosnia and Herzegovina
- Kosovo*
- Montenegro
- North Macedonia
- Serbia
Target groupsDuring implementation, the Secretariat will closely collaborate with WB6 ministries and agencies responsible for energy policy, environmental protection, and land cadastre, as well as with local administrations.
ScopeThe project focuses on:
- Progress in the transposition and implementation of the EU energy acquis in line with Moldova’s EU Association Agreement and Energy Community Treaty obligations.
- Strengthened technical, institutional, and administrative capacity in key energy ministries, agencies, and market participants.

Deliverables
The deliverables include a completed kick-off meeting, draft criteria on environmental constraints, renewable energy, and infrastructure readiness, stakeholder consultations, the final version of the criteria, and draft REAA maps.
