In few occasions the Secretariat itself conducted the study. The findings of the final reports, in return, contribute to the work of the Energy Community.

    APRIL 2026: FACILITATING THE IMPLEMENTATION OF RED II IN THE WESTERN BALKANS

    These two reports support Bosnia and Herzegovina and Montenegro in translating RED II transport sector requirements into practical, enforceable, and country-specific implementation systems. The reports provide tailored models for renewable transport fuel obligations, sustainability verification, and GHG accounting frameworks aligned with Directive (EU) 2018/2001 and related implementing acts. They define compliance structures, reporting and traceability arrangements, certification and audit requirements, and database specifications needed to monitor and enforce renewable transport fuel targets. The reports also incorporate stakeholder consultations and implementation guidance to support coordinated and effective application of RED II obligations at national level.

    OCTOBER 2025: STUDY ON ADDRESSING ENERGY POVERTY IN THE ENERGY COMMUNITY CONTRACTING PARTIES

    The study aims to strengthen the capacity of national institutions in the Energy Community Contracting Parties by sharing European Union best practices on linking energy efficiency with social policy. It includes:

     

    • Part 1: A review of current policies, legal frameworks, and practices that use energy efficiency measures to address energy poverty in the Contracting Parties, along with examples from the European Union.

    • Part 2: Recommendations on how the Contracting Parties can reduce energy poverty through energy efficiency improvements in the buildings sector, focusing on:

      • Targeted renovation and efficiency programmes for energy-poor households

      • Funding and financing models

      • Policy and legislative adjustments

      • Monitoring social, environmental, and economic impacts

      • Integration of the Energy Efficiency First (EE1st) principle into national strategies

    AUGUST-SEPTEMBER 2025: THREE NOTES ON ADVANCED BIOMETHANE PRODUCTION IN UKRAINE

    Producing over 20 bcm of biomethane a year, Ukraine could strengthen energy independence, support Europe’s green transition, and grow exports. To help unlock this potential,  the "Ukrainian Biomethane Sector Development" project has produced three in-depth Analytical Notes, offering practical guidance on sustainable biomass feedstocks: 

     

    • Analytical Note No. 1 examines the use of intermediate and cover crops, which are grown during fallow periods and do not compete with food or feed production. Ukraine’s favourable climate could allow these crops to contribute up to 9.2 billion m³ of biomethane annually, around 46% of the country’s total biomethane potential.  

    • Analytical Note No. 2 investigates the viability of producing biomethane from lignocellulosic agricultural residues, such as wheat and barley straw, corn stover, and sunflower stalks. These resources present a sustainable pathway aligned with the EU Renewable Energy Directive III (RED III). 

    • Analytical Note No. 3 explores integrating microalgae cultivation with biomethane production in Ukraine using CO₂, digestate, and heat by-products. It reviews technologies, market prospects, and economic potential, highlighting early but promising development with two companies already active.

    JULY 2024: ASSESSMENT OF CANDIDATE PROJECTS OF ENERGY COMMUNITY INTEREST IN LINE WITH EU REGULATION 2022/869

    During the project implementation, EIHP developed a project assessment methodology to evaluate the impact of proposed projects on both the Contracting Parties and the Energy Community as a whole. The methodology combines cost-benefit analysis—to assess the socio-economic aspects of the projects in line with methodologies published by ENTSO-E, ENTSOG, and the European Commission—with multi-criteria analysis to capture key non-monetary contributions. The latter follows indicators set out in the relevant Regulation and is primarily used for project prioritization. Both analyses evaluate project impacts over a long-term horizon, extending to 2050.

    JUNE 2024: PERMIT-GRANTING AND PLANNING OF ENERGY PROJECTS IN THE ENERGY COMMUNITY

    The study analysis each Contracting Party's compliance with the EIA Directive, compiling information from different sources related to EIA, spatial planning and grid connections of energy projects. To create a comprehensive assessment, EU experiences were used. Stakeholder questionnaire-derived inputs were the critical source of data for identifying obstacles and good practices in permitting procedures.The also formulates recommendations.

    OCTOBER 2023: STUDY ON 70% TARGET FOR ELECTRICITY INTERCONNECTION CAPACITIES 70% TARGET FOR ELECTRICITY INTERCONNECTION CAPACITIES

    With the adoption of Decision 2022/03/MC-EnC, the Ministerial Council incorporated the Electricity Integration Package in the Energy Community in December 2022. With a transposition deadline of 31 December 2023, this package encompasses nine legal acts, incorporating also Regulation (EU) 2019/943. As a result, the TSOs of Contracting Parties are obliged to make available a minimum level of cross-zonal capacity considering operational security limits. This target, better known as the 70% target, aims at facilitating the implementation of a fully integrated and well-functioning European electricity market by enabling increased cross-zonal trade and exchange of electricity.
