Timeline and budget- TIMELINE: The project will run from March 2025 to May 2028.
- BUDGET: The Secretariat will manage and implement the project through a dedicated unit assigned specifically for this purpose, operating with a budget of EUR EUR 3.000.000.
BeneficiariesThe MEIR project is implemented in the Republic of Moldova.
Target groupsKey stakeholders include relevant ministries and parliamentary committees, energy and gas TSOs/DSOs, the energy regulator (ANRE), the statistical office (NBS), energy agencies and funds, civil society, private sector investors, and energy service/audit companies
ScopeThe project focuses on:
- Progress in the transposition and implementation of the EU energy acquis in line with Moldova’s EU Association Agreement and Energy Community Treaty obligations.
- Strengthened technical, institutional, and administrative capacity in key energy ministries, agencies, and market participants.

Area 1: Renewable Energy
- March – May 2025: Support in modelling and analysing Moldova’s power system for the integration of renewable energy and storage solutions.
- May – December 2025: Support in preparing the legal framework for organizing renewable energy auctions and in executing the tendering process.
- May – December 2025: Support in operationalising the electronic registry for guarantees of origin.
- May – December 2025: Support in streamlining the permit granting procedures for renewable energy and establishing a single-point information platform.

Area 2: Electricity Market
- May – December 2025: Support for the introduction of Day-Ahead and Intraday markets.
- June – September 2025: Assistance to Moldelectrica in organizing and executing auctions for the procurement of balancing capacities, both from new and existing generation units.
- June – December 2025: Support to ANRE in developing a methodology for determining compensation coverage following curtailment of electricity produced from renewable sources.
- May – December 2025: Support ANRE with the elaboration of Methodology for determining compensation coverage following curtailment of electricity produced by renewable energy sources.

Area 3: Gas Market
- May – July 2025: Support, upon request of the Moldovan authorities, in promoting amendments to Law 108/2016 on natural gas in Parliament.
- May – December 2025: Assistance to ANRE, upon request, in amending the Regulation on Public Service Obligations (PSO) to establish a transparent procedure for selecting a universal gas supplier and a Supplier of Last Resort.
- May – December 2025: Review of the gas distribution grid tariff methodology in line with Energy Community acquis and best practices.

Area 4: Energy Efficiency and Energy Poverty
- May – December 2025: Support for implementing the Energy Efficiency First Principle under Law 139/2018 on energy efficiency of the Republic of Moldova.
- May – December 2025: Assistance to the Ministry in developing the secondary legal framework required under Law 282/2023 on the energy performance of buildings.
- May – December 2025: Support to the Ministry of Energy in setting up energy performance contracting and exploring options for a super ESCO mechanism.

Area 5: Horizontal/Cross-Cutting Activities
- May – December 2025: Support to the Ministry of Energy in operationalizing task forces under the Energy Donors Coordination Council.
- May – December 2025: Assistance in establishing a long-term energy system and policy planning and reporting mechanism.
- May – December 2025: Implementation of communication activities.
- June – October 2025: Support in developing the Winter Preparedness Plan for the 2025–2026 heating season, in line with the gas and electricity Security of Supply (SoS) legislation adopted in 2024.
