Legal basis and purpose
The Governance Regulation establishes rules for integrated energy and climate planning and reporting. The development of NECPs is a central element of the Regulation, in which Contracting Parties outline their planned trajectories, policies and measures in the five dimensions of the Energy Union in order to achieve the Energy Community 2030 targets:
decarbonisation energy efficiency energy security internal energy market research, innovation and competitiveness 
including renewables
KEY OUTPUT
The Governance Regulation in the Energy Community requires Contracting Parties to develop integrated National Energy and Climate Plans (NECPs). The NECPs include national objectives and targets and respective policies and measures for all five dimensions of the Energy Union, which are closely related and mutually reinforcing.
