Legal basis and purpose
The Governance Regulation establishes rules for integrated energy and climate planning and reporting. The development of NECPs is a central element of the Regulation, in which Contracting Parties outline their planned trajectories, policies and measures in the five dimensions of the Energy Union in order to achieve the Energy Community 2030 targets:

KEY OUTPUT
The Governance Regulation in the Energy Community requires Contracting Parties to develop integrated National Energy and Climate Plans (NECPs). The NECPs include national objectives and targets and respective policies and measures for all five dimensions of the Energy Union, which are closely related and mutually reinforcing. National Energy and Climate Plan Reports (NECPRs) underpin the assessment of progress towards the 2030 energy and climate targets and the Energy Community’s climate-neutrality objective. Contracting Parties must report every two years, by 15 March, on NECP implementation across all five Energy Union dimensions. The Secretariat assesses progress against 2030 trajectories and the implementation of planned policies and measures; view the progress for more details.
The Secretariat’s report is the first assessment of its kind at Energy Community level, following an approach comparable to the European Commission’s assessment and monitoring of EU Member States’ NECPs. Published in August 2026, it assesses both the NECPs, setting out pathways to the 2030 energy and climate targets, and the first NECPRs, reporting on implementation progress.
