Serbia advances gas market reform as its energy regulator licenses the Transimssion System Operator, Transportgas Srbija
The move marks progress in unbundling and is a key step toward Serbia’s integration into the EU gas market
Serbia’s energy regulator, the Energy Agency of the Republic of Serbia (AERS), has granted a transmission licence to Transportgas Srbija. The licence confirms that the necessary arrangements are in place to meet EU and Energy Community requirements for unbundling the gas transmission system, and is in line with the independent system operator (ISO) model—one of three recognised models under EU gas market rules.
This marks a significant step in gas market reform and EU energy rules with a view to future integration with the EU's internal gas market. Independently unbundled transmission system operators — who operate and manage the gas transmission network separately from gas supply interests—are essential to ensuring fair and transparent access to the network. Transportgas Srbija can now grant access to the network to multiple gas suppliers under regulated and non-discriminatory conditions, and allocate pipeline capacity, thereby facilitating domestic and cross-border gas flows. The Energy Community Secretariat is pleased to have supported both AERS and Transportgas Srbija in advancing this reform and acknowledges the strong cooperation with both parties throughout the process.
Serbia’s transition toward a more competitive gas market is particularly important given the scale of its gas sector and its role as a key regional transit route. Transportgas Srbija is now expected to implement EU-aligned network codes at Serbia’s interconnection points. This would mark a particularly important further step toward market integration, as EU Member States move forward with implementing network codes at all interconnection points—including those with Energy Community Contracting Parties—from August 2026 under the EU’s latest gas market reform package.
