New report confirms key cross-border energy projects in Southeast Europe are advancing without systemic delays
Energy Community Regulatory Board publishes evaluation of Projects of Energy Community Interest
The Energy Community Regulatory Board (ECRB) has published its Evaluation Report on Projects of Energy Community Interest (PECI), providing an overview of the implementation progress of projects included in the 2024 PECI list.
The report covers six priority projects, five electricity transmission projects and one energy storage project, identified as key for strengthening cross-border interconnections, enhancing security of supply, and supporting the integration of renewable energy across the Energy Community. So far, one project secured direct financing from the European Bank for Reconstruction and Development, while two received European Commission support in 2025 through the Western Balkans Investment Framework.
As the PECI list was adopted in December 2024, the assessment confirms that most projects are currently at an early stage of development, with activities in 2025 focusing on feasibility studies, preparatory work, and financing arrangements. No systemic delays have been identified at this stage. At the same time, the report highlights a number of challenges that may affect the planned implementation timeline, including permitting procedures, financing constraints, cost developments, and external risks in specific cases.
The selection for the second round of Energy Community PECI in accordance with Energy Community TEN-E Regulation is expected to be adopted in December 2026, following the ECRB opinion anticipated by the end of August 2026.
Prepared in line with the monitoring requirements, the report constitutes a key ECRB deliverable under Article 5 of the Energy Community TEN-E Regulation and contributes to ensuring transparency and effective regulatory oversight of strategically important infrastructure projects in the region.
