ECRB Delegated acts

The Energy Community Treaty mandates the ECRB

• to adopt Procedural Acts;
• to issue Recommendations on cross-border disputes  involving two or more Regulators, upon request of any of them;
• take Measures, if so empowered by the Ministerial Council.

ECRB Publications

Publications of the Energy Community Regulatory Board (ECRB) are available through the joint Energy Community publication database, offering access to a growing collection of key regulatory documents and insights. As a rule these publications are approved by the Board or result from reporting obligations under the Energy Community acquis.

The database also features reporting by national regulatory authorities, reflecting their responsibilities under the acquis and contributing to greater transparency and alignment within the Energy Community.

At present, ECRB documents are classified under three main categories:

• Work Programmes, setting out annual priorities and planned activities;

• Annual Reports, providing overviews of the ECRB’s key deliverables and milestones;

• Monitoring Reports, assessing implementation, compliance, and regulatory performance across the Contracting Parties.
