Luxembourg increased its contribution to the Ukraine Energy Support Fund to a total of EUR 22 million

The Energy Community Secretariat, which administers the Fund, is coordinating the allocation of Luxembourg's contribution in line with the prioritized needs of Ukraine's energy sector – among others, delivery of energy equipment for urgent repairs, passive protection and other materials.

The Energy Community Secretariat, which administers the Fund, is coordinating the allocation of Luxembourg's contribution in line with the prioritised needs of Ukraine's energy sector – among others, delivery of energy equipment for urgent repairs, passive protection and other materials. 

The Government of Luxembourg has officially increased its contribution to the Ukraine Energy Support Fund (the Fund) by an additional EUR 10 million, with the full amount already available. This new contribution comes on top of a EUR 10 million increase announced earlier this year, raising the total contribution of the Government of Luxembourg to EUR 22 million, including an initial EUR 2 million contributed in 2024.   

Over 60 energy companies across 23 regions of Ukraine are currently receiving support through the Fund, underscoring both the tangible impact of existing assistance and the growing demand for it during the 2025/2026 winter season. Luxembourg’s contribution reinforces the Fund’s strategic role in enabling a rapid and effective emergency response.   


“With attacks on energy infrastructure intensifying, timely support is crucial. Luxembourg’s contribution enables faster delivery of equipment and protection measures that help keep Ukraine’s energy system operational during the most critical months of the year,” said Artur Lorkowski, Director of the Energy Community Secretariat.  


Since its establishment in April 2022, the Fund has mobilised EUR  1.6 billion in signed contributions from 35 donors, enabling delivery of equipment worth over half a billion euros and the conclusion of approximately 1,000 supply contracts of over EUR 800 million in value. But with a funding gap between available funds and prioritised needs estimated at over half a billion euros, the Secretariat urges all donors to increase their contributions. 


“Closing the significant gap between available funds and prioritised needs is essential to safeguarding Ukraine’s energy resilience and advancing long-term recovery. We work daily with our partners to overcome this deficit,” added Artur Lorkowski, Director of the Energy Community Secretariat.
