Energy Community Publishes 2025 Gas Storage Implementation Report
The Energy Community Secretariat has released its 2025 Annual Storage Report, providing a detailed assessment of the implementation of the adapted EU Storage Regulation (EU) 2022/1032 across Contracting Parties.
Covering the period from June 2024 to June 2025, the report highlights that both Ukraine and Serbia met their binding storage targets on 1 November 2024. Ukraine, despite facing serious infrastructure attacks and low summer-winter price spreads, managed to ensure uninterrupted gas supply throughout the winter. Nevertheless, storage levels dropped to historical lows, prompting corrective action and increased imports by April 2025. Ukrtransgaz was successfully certified in line with regulatory requirements.
In contrast, Serbia has not yet certified its storage operator, Banatski Dvor Ltd. While Serbia met the filling targets, the Secretariat noted regulatory gaps and a lack of transparency in the facility’s operation.
Among non-storage countries, Moldova took substantial steps by establishing both security and commercial gas stocks, ensuring stable supply throughout the 2024/25 heating season. The report commends Moldova’s evolving approach and calls on other non-storage Contracting Parties to follow suit.
The Secretariat concludes by urging full legal transposition of the regulation and broader use of market-based mechanisms, while reaffirming the strategic importance of storage infrastructure—particularly Ukraine’s—for regional energy security.
