NEMO(s)
List of designated NEMOs in the Energy Community Contracting Parties
Under Article 4 of Energy Community CACM Regulation, each Contracting Party is required to designate at least one Nominated Electricity Market Operator (NEMO) for each bidding zone on its territory to perform day-ahead and/or intraday market coupling.
The table below provides an overview of the NEMO designations in Contracting Parties.

1 Each Contracting Party electrically connected to a bidding zone in another Contracting Party or Member State shall ensure that one or more NEMOs are designated by six months after the entry into force of this Regulation to perform the single day-ahead and/or intraday coupling. For that purpose, domestic and non-domestic market operators may be invited to apply to be designated as a NEMO. (Article 4(1) of CACM Regulation)
2 If a national legal monopoly for day-ahead and intraday trading services which excludes the designation of more than one NEMO already exists in a Contracting Party or Contracting Party’s bidding zone at the time of the entry into force of this Regulation, the Contracting Party concerned must notify the Energy Community Secretariat within two months after entry into force of this regulation and may refuse the designation of more than one NEMO per bidding zone. 3 For the purposes of this regulation, a national legal monopoly is deemed to exist where national law expressly provides that no more than one entity within a Contracting Party or Contracting Party’s bidding zone can carry out day-ahead and intraday trading services. EnC CCR(s)
Capacity Calculation Regions
TSOs coordinate activities within Capacity Calculation Regions (CCRs) based on methodologies developed by TSOs and approved by the relevant regulatory authorities of the region, or ACER/ECRB. The initial CCR configuration for Energy Community bidding zone borders was set in Annex I of Energy Community CACM Regulation, establishing three CCRs: Shadow South-East Europe, Italy–Montenegro (ITME), and Eastern Europe (EE).
In December 2025, ACER approved the amendment to the CCR determination to, i.a., include bidding zone borders between Energy Community Contracting Parties and between Contracting Parties and neighbouring EU Member States. While the ITME and EE CCRs remain unchanged, the bidding-zone borders of the Shadow South-East Europe CCR were assigned to the newly established East-Central Europe CCR and the existing South-East Europe CCR.
The decision also provides that CCR terms and conditions or methodologies (TCMs) may only be formally adopted after full transposition of the relevant acquis by all Contracting Parties in the respective CCR, while encouraging TSOs to continue or initiate practical development of the relevant TCMs even before transposition is completed.
Accordingly, Energy Community bidding zone borders are now assigned to four CCRs:

Forward CA
Forward capacity allocation
To promote the harmonised framework for the forward capacity allocation, Article 48 of Energy Community FCA Regulation provides for the establishment of a regional allocation platform serving the TSOs of the Contracting Parties and for the use of a single allocation platform, established in line with EU legal framework, at bidding zone borders between Contracting Parties and EU Member States. While the single allocation platform has already been appointed at EU level, the regional allocation platform is yet to be designated.

Day-ahead CA
Day-ahead capacity allocation
Under Energy Community CACM Regulation, cross-zonal capacity is to be allocated implicitly in the day-ahead and intraday market timeframes through Single Day-Ahead Coupling (SDAC) and Single Intraday Coupling (SIDC), i.e. simultaneously with the matching of orders in the respective markets.
At present, none of the Contracting Parties’ electricity markets participate in SDAC or SIDC. Nevertheless, there are examples of intra-Contracting Party coupling, in particular, day-ahead market coupling between the bidding zones of Albania and Kosovo* which went live in January 2024, enabling the implicit allocation of cross-zonal capacity on border. In addition, in December 2024, complementary regional intraday auctions (CRIDAs) were launched between Albania and Kosovo*, also enabling implicit capacity allocation in the intraday timeframe.
