2026 Summer School Programme
The Energy Community Summer School programme offers a combination of course work, guest lectures and social / cultural activities. Close to 40 lectures contribute to the programme. During the training, participants will attend lectures taught by high-level scholars from academia as well as experts and practitioners from leading energy companies etc.

On 22 August 2026, we embark on an extraordinary learning journey as we launch the 2026 Energy Community Summer School at the esteemed Polis University in Tirana. From 6:00 p.m. to 9:00 p.m., participants from diverse backgrounds will come together for an enriching experience that combines formal learning with informal cultural exchange.
This edition welcomes students of various nationalities, creating a vibrant blend of perspectives that will undoubtedly enhance the summer school’s academic and social environment. The opening session will be guided by Assoc. Prof. Dr Merita Toska, Deputy Rector for Academic Processes and Students at Polis University, will lead us through this special occasion.
Following the opening ceremony, all participants are cordially invited to a welcome dinner, setting the stage for meaningful interactions and lasting connections among attendees.

Merita Toska
Merita Toska — Deputy Rector, Polis University

Assoc. Prof. Dr Merita Toska began her academic journey at the University of Bologna, where she completed her BA, MSc, and PhD studies. In 2007, she commenced her academic career as a Teaching Assistant at the University of Our Lady of Good Counsel and worked at the Bank of Albania until 2015.
In 2015, she joined POLIS University as a Lecturer and Researcher, further strengthening her academic and research profile. With over 17 years of professional experience in economic development and public finance, she has contributed to more than 40 national and international projects, mainly through her work with Co-PLAN, Institute for Habitat Development.
Since September 2023, Assoc. Prof. Dr. Toska has been serving as Deputy Rector for Academic Processes and Students at POLIS University, where she oversees institutional development in academic governance, quality, and student-focused processes.

Artur Lorkowski
Artur Lorkowski – Director, Energy Community Secretariat

Artur is an accomplished diplomat with expertise in energy and environmental protection, climate change, and public administration. He is the Director of the Energy Community Secretariat in Vienna, Austria. Previously, he served as Vice President of the Management Board of Poland's National Fund for Environmental Protection and Water Management, overseeing key areas such as climate change adaptation, water protection, and zero-emission transport. Throughout his career, he has also held several important diplomatic positions, including serving as the special envoy of the Minister of Foreign Affairs for Climate Affairs and as Poland's Ambassador to Austria. Before his diplomatic assignments, he served as Deputy Director at the Ministry of Foreign Affairs and the Office of the Committee for European Integration, where he was responsible, among other things, for energy security and climate change. Artur is an accomplished alumnus of the Warsaw School of Economics and the National School of Public Administration.

Erëza is a seasoned communications and policy expert specializing in energy, sustainability, and project development. With over 20 years of experience, she has led high-impact programs across government, international organisations, and the private sector. Currently serving as an Impact and Communication Officer at the Energy Community Secretariat in Vienna, Erëza designs and implements strategic communication and impact initiatives that drive energy policy forward, ensuring engagement and meaningful change. A former TV anchor and founder of a leading creative agency, she blends storytelling with strategy to make complex policies accessible and actionable. She holds a Master’s in Political Communication from Goldsmiths, University of London—but her most cherished role is being Vivienne and Ian’s mom.

Social Activity Sunday Highlights
As part of the cultural programme of the 2026 Energy Community Summer School, students will visit the historic Krujë Castle and the nearby Ethnographic Museum of Krujë.
Krujë Castle is a historic fortress overlooking the surrounding valleys and the Adriatic coast. It served as the stronghold of Albanian national hero Gjergj Kastrioti Skanderbeg during the 15th-century resistance against the Ottoman Empire and today stands as a powerful symbol of Albanian independence and cultural identity.
The Ethnographic Museum of Krujë, housed in a traditional 18th-century Ottoman-era residence, presents domestic life, crafts, and customs from the Albanian highlands during the Ottoman period, offering a vivid insight into pre-industrial Albanian society.
As part of the cultural programme on 23 August 2026, students will also explore the historic Old City of Durrës, one of the oldest continuously inhabited areas along the Adriatic coast. Founded in the 7th century BCE, the city preserves layers of Illyrian, Greek, Roman, Byzantine, and Ottoman influence that reveal its long-standing maritime and cultural significance.
This excursion offers a unique opportunity to experience Albania’s rich heritage, learn about traditional lifestyles and craftsmanship, and reflect on the historical legacy of resistance and identity connected to these remarkable sites. By combining education, culture, and shared experience, the visit enriches the Summer School well beyond its academic programme.

Klodjan Xhexhi – Head of the Architecture and Engineering Department, Polis University

Klodjan is Head of the Architecture and Engineering Department at Polis University in Tirana, Albania. He has extensive academic and international teaching experience, having contributed to the Faculty of Architecture and Urbanism and to Epoka University. His professional career began at Studio Enigma and later continued with the Hysenbelliu Group, where he worked on numerous architectural, interior, and planning projects.
Klodjan’s research focuses on construction materials, building technology, sustainable architecture, energy efficiency, and bioclimatic design. He has authored two books, including one published by Springer, and over 70 scientific papers. He also serves on the editorial boards of the International Journal of Architecture, Arts and Applications and the European Journal of Architecture and Urban Planning.

Inga Beyers – Research Associate / PhD Candidate at the Leibniz University of Hannover

Inga is an energy engineer and researcher at the Institute of Electric Power Systems at the Leibniz University of Hannover. Her research contributions cover long-duration energy storage, sector coupling, energy systems and hydrogen. Inga has always had a passion for teaching engineering and making our energy system's intricacies accessible and understandable, which she has been contributing to the Energy Community Summer School since 2021. Inga is a summer school alumna herself; she participated in the 2019 edition, held in Krakow.

Anna is a seasoned energy lawyer who blends expertise in the gas and electricity sectors with a strong academic background. Beyond her role as Legal Manager of System Development and Operations at ENTSO-E, Anna also serves as a Senior Research Fellow at the Institute for Energy and the Environment at Vermont Law School.

Tamara Ninkovic — Electricity Market Expert, Energy Community Secretariat, Austria

Tamara holds an MSc in Electrical Power Engineering from the University of Montenegro. She is currently employed as an Electricity Market Expert at the Energy Community Secretariat. She began her career at the Energy and Water Regulatory Agency of Montenegro (REGAGEN), and as its representative, she also served as Chairwoman of the ECRB Electricity Working Group. She has comprehensive knowledge of the EU electricity market acquis, supported by practical experience in its transposition and implementation within the Contracting Parties of the Energy Community. Her experience also includes lecturing and presenting at conferences and workshops on power systems and electricity market–related topics.

Markus represents Siemens Smart Infrastructure as the responsible Business Development Manager for the Leadcountry Bundle Austria, with his resposibility spanning from Central and Eastern Europe (CEE) to Central Asia (CA). Holding a Master of Science in Engineering in Innovation and Technology Management, he drives the strategic development of resilient, digital, and sustainable infrastructure solutions. His international experience includes large‑scale projects across Europe, the United States, and Saudi Arabia with a strong background in modular substations, Battery Energy Storages and Data Centers. Ilda Neziri — Director of Legal and Corporate Affairs Department at the Albanian Transmission System Operator (OST) 
Ilda Neziri (Nushi) is the Head/Director of the Legal and Corporate Affairs Department at the Albanian Transmission System Operator (OST). With a career in the energy sector spanning since 2000, she joined the OST team in 2005, where energy law has become her primary professional focus and passion. Having witnessed the sector’s evolution from an isolated system to a prominent renewable energy provider, Ilda is now dedicated to aligning Albania’s legal and regulatory frameworks with EU standards; in order to ensure a resilient power system that guarantees security of supply, fosters renewable energy development, and strengthens regional electricity market integration.
The visit to the OST Albania Dispatcher Centre will be guided by Ilda Neziri, Head of the Legal and Corporate Affairs Department, who will provide valuable insight into the operational management of Albania’s electricity transmission system and real-time grid balancing.
During the visit, the OST team will present the structure of the national dispatching system and key challenges related to system stability, cross-border electricity exchanges, and the growing integration of renewable energy sources. The discussion will also highlight ongoing investments in digitalisation, system monitoring, and regional coordination aimed at strengthening security of supply and supporting the energy transition.
Overall, the visit will demonstrate the strong technical capacity of the dispatching staff and their commitment to maintaining reliable and efficient system operation under evolving market and regulatory conditions.

Arben Kllokoqi
Arben Kllokoqi — Senior Energy Expert, Energy Community Secretariat 
Arben has been a Senior Energy Expert in the Energy Community Secretariat since March 2024. He worked as an Electricity Expert for the Energy Community Secretariat from 2017-2022, supporting electricity market reforms in the Contracting Parties and REMIT implementation, market coupling, cross-border balancing, etc. Before re-joining the ECS, Arben worked as the Director for electricity market design at the Energy Traders Europe (EFET) for more than a year, including some consultancy projects. Arben has 20 years of experience in the energy industry and previously worked for more than 7 years at a London-based trading firm, EDF Trading, as a Regulatory Advisor covering regulatory affairs across European markets. Before joining EDF Trading, he worked with the Regulator on market monitoring and the TSO in Kosovo* to define and implement market mechanisms and grid access.

Alberto Pototschnig
Alberto Pototschnig — Florence School of Regulation; Director, DFC-Economics, Milan 
Alberto is a part-time professor and deputy director for the World of Practice at the Florence School of Regulation – European University Institute, where he taught energy regulation and market design since 2004. Since 2020, he has also been the Director of DFC-Economics, providing independent economic analysis and regulatory advice. From 2010 to 2019, Alberto was the first Director of ACER, the EU Agency for the Cooperation of Energy Regulators. Previously, he was a Partner at Mercados EMI (2006–2010), held executive roles at the Italian Transmission System Operator and the Italian Electricity Market Operator, and served in Italy’s Energy Regulatory Authority. He began his career in 1989 at London Economics, later leading its industrial economics advisory practice. Alberto holds a Degree in Economics from Bocconi University and an MSc in Econometrics and Mathematical Economics from the London School of Economics.

André has more than 20 years of experience in the energy sector and currently leads a team at the German TSO 50Hertz Transmission GmbH, responsible for system operations and cross-border activities.
Furthermore, he serves as the TSO Chairman of the Market Coupling (MCSC), in the Single Day-Ahead Coupling (SDAC) and Single Intraday Coupling (SIDC) Steering Committees. André holds a Ph.D. in economics from the European University Viadrina Frankfurt, Oder, and obtained an MBA at the University of Southampton, UK. Additionally, he has a degree in international politics from the University of Potsdam.

Ana Amazo
Ana Amazo — Senior Manager, Tetra Tech 
Ana has over 10 years of experience in clean energy policies and markets, specialising in policy and regulatory frameworks for financing and integrating renewables. She has led projects for governments, international organisations, and investors, including renewable energy auctions in over ten countries for EBRD and USAID. Her work also includes regional cooperation on renewable energy in ASEAN for GIZ and assessments of hydrogen pipelines and renewable energy markets in Europe and Mexico. Before joining Tetra Tech, she was a managing consultant at Guidehouse, an external consultant for GIZ, and a research assistant at WZB. Ana holds a master’s degree in public policy from the Hertie School of Governance in Berlin. She is also a certified Green Energy Finance Specialist from the Renewables Academy (RENAC). Her expertise spans auction design, market integration, and regulatory assessments. Ana is committed to advancing clean energy transitions worldwide.

Maciej Woźniak
Maciej Woźniak - European Union Senior Expert to Energocom

Maciej is an experienced manager and policymaker specialising in natural gas, LNG, power trade, and energy policy. He currently serves as the EU Senior Expert to Energocom in Moldova, advising on energy trade and security (2022–2025). Previously, he was Deputy CEO and Senior Vice-President at ORLEN (formerly PGNiG), overseeing gas, LNG, electricity, and oil trading in Poland, Germany, and Norway (2012–2020).
Maciej also served as Chief Adviser on Energy to Prime Minister Donald Tusk and as an adviser on hydrocarbon law reform to the Minister of Environment (2009–2013). Earlier roles include Director at the Ministry of Economy and contributions to Poland's accession to the International Energy Agency (2003–2009). He holds degrees from the University of Economy in Cracow and the National School of Public Administration in Warsaw. He is also a licensed aeroplane pilot (PPL).

Arnold Weiss - Head of Vienna Office of EPEX SPOT

Arnold has been the Head of the Vienna Office of EPEX SPOT since 2013. The European Power Exchange, headquartered in Paris, is the marketplace for short-term power trading in 13 European countries. He is part of the public & regulatory affairs team and is particularly in charge of representing EPEX in Austria, Luxemburg, Poland, CEE/SEE and at the EU level. Before that, he worked in the energy sector for ten years as legal counsel, compliance manager and head of the respective staff units. He is a frequent lecturer on energy law and economics at various universities in Austria and Liechtenstein. Also, he is a contributor and speaker at numerous conferences in Europe, China and India.

Mr. Grujičić joined the Energy Community Secretariat in Vienna in 2010. As Head of the Gas Unit, he assesses and reviews the proper implementation and progress by the Contracting Parties of their obligations under the Energy Community Treaty related to the gas acquis. He graduated from the Faculty of Electrical Engineering, University of Belgrade, Serbia, in 1999. He held various positions within the Serbian major public electricity company, Elektroprivreda Srbije, as a system operator. He joined the Ministry of Energy of Serbia and occupied various head positions including the EU integration and international cooperation agenda.

Klaus-Dieter Borchardt
Klaus-Dieter Borchardt — European Coordinator for CESEC

Klaus-Dieter has spent over 33 years at the European Commission, including four years at the European Court of Justice. At the time of his departure from the Commission, he served as Deputy Director-General for Energy. He is a recognised expert in EU law, having worked for 12 years in the Commission’s Legal Service, where he was responsible for state aid, internal market, and agricultural matters. Since 2001, he has been a teaching professor at Julius-Maximilians-Universität Würzburg (Germany).
He is also a Senior Research Fellow at the Oxford Institute for Energy Studies (OIES) and an Adjunct Professor at Copenhagen Business School (CBS). Klaus-Dieter is the author of a standard textbook on EU law and co-editor of a leading commentary on the EU Treaties.
He was recently appointed by the European Commission as European Coordinator for Central and South-East European Energy Interconnectivity.

Tibor Stelbaczky
Tibor Stelbaczky — Principal Adviser on Energy Diplomacy – EEAS

Since September 2022, Tibor Stelbaczky has been working at the European External Action Service (EEAS) as Principal Adviser on Energy Diplomacy. He focuses on the external dimension of the EU’s energy policy and the implications of the global energy transition. Before joining the EEAS, Ambassador Stelbaczky served as Hungary’s Permanent Representative to the EU in Brussels from 2019 to 2022 and as Deputy Permanent Representative from 2015 to 2019. He graduated in economic sciences and earned a PhD in international relations. His career began at the Ministry of Foreign Affairs, where he served on the accession negotiation team at the State Secretariat for EU integration. He was first posted to Brussels in 2004 and served as a Mertens diplomat until 2011, including the first Hungarian EU Presidency in 2011. From 2011 to 2014, he was Head of Department at the Ministry of Foreign Affairs, dealing with climate, energy and environmental issues, including participation in COP meetings. Before moving to Brussels again, he was posted to Toronto, Canada, as an economic and trade counsellor from 2014 to 2015.

Aura Sabadus — ICIS

Aura is a senior journalist specialising in European energy markets for the London-based Independent Commodity Intelligence Services (ICIS), a global energy and petrochemicals news and market data publisher. She has written extensively on European natural gas markets, taking a particular interest in political risk and energy supplies in the Black Sea region. In her additional role as a research fellow of the Energy Community, she contributes to market reform efforts in Ukraine and Moldova and the integration of central and eastern European natural gas markets. Aura is also a non-resident senior fellow of the Washington-based Centre for European Policy Analysis (CEPA) and associate fellow of the Royal United Services Institute (RUSI) in the UK. She is frequently quoted in the international mainstream media, speaks at industry and academic conferences, and teaches at London-based universities.

Nicolas Heger
Nicolas Heger – Manager at Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH

Energy policy and international development professional with more than seven years of regional experience in South and Eastern Europe, focusing on energy sector reform in transitioning economies. His work centres on renewable energy integration, regional electricity market development, and the transposition of EU energy standards, particularly in the areas of governance, market design, and regulated network operators. He has extensive experience managing complex international projects and coordinating stakeholders across government institutions, regulators, utilities, donors, and the energy industry. He holds an LL.M. in European Law from Maastricht University and pursued postgraduate studies at the College of Europe, specialising in European Neighbourhood Policy and EU energy-related regulation. He’s a former lecturer and guest researcher in European Studies at the Kyiv National Mohyla Academy.

Jolanta Navickaite
Jolanta Navickaite — Policy Officer in the European Commission Directorate-General for Energy

Jolanta has been a Policy Officer in the European Commission Directorate-General for Energy since May 2021, covering the Energy Community and neighbourhood. Prior to that, she worked as the Lithuanian energy attaché to the European Union. In that position, she represented Lithuania's position in negotiations on EU policy and legislative proposals at the Council of the EU (Working Parties, Coreper, and Energy Council) and the EU Commission's committees. She was previously a chief officer at the Lithuanian Ministry of Energy, where she worked during Lithuania's Presidency of the Council of the EU. Ms Navickaite obtained an LLM cum laude in European Union Law from Maastricht University.

Anežka Konvalinová — Department of International Relations and European Studies, Masaryk University, Brno 
Anežka is a PhD student and an assistant at the Department of International Relations and European Studies at Masaryk University, Brno.
Her research focuses on the energy transition, particularly decarbonization in Central Europe, with a particular focus on Poland. She actively participated in the Czech-Polish round table and is involved in numerous research projects on energy transitions.

Marie-Therese Richter-Kuhnert
Marie-Therese Richter-Kuhnert — Deputy Director and Head of Legal Unit, Energy Community Secretariat

Marie-Therese joined the Energy Community in 2016 as an Energy Lawyer, focusing on competition law, state aid law, dispute settlement cases, and providing support to national competition and state aid authorities. She also participated in training activities. As of April 1, 2025, she has been promoted to Deputy Director and now leads the Secretariat’s Legal Unit.
Her previous experience includes various legal roles as an associate, consultant, and Assistant Professor. Ms. Richter-Kuhnert holds a Master’s degree (2008) and a PhD (2011) from the Faculty of Law at the University of Vienna, as well as a Master’s degree from the College of Europe in Bruges, Belgium. She has also published several legal articles.

Veronika Korom — ESSEC Business School 
Veronika Korom is a Professor of International Business Law and Arbitration at ESSEC Business School (Paris) and an Affiliated Partner at PARAGON Advocacy (Vienna). Dual-qualified in England & Wales and France, she advises corporations and states on complex international disputes and frequently serves as an arbitrator in cross-border commercial cases. Her research covers corporate law, international investment law, EU law, and their intersections. She is a Member of the ICC International Court of Arbitration, sits on the Board of VIAC, and co-founded ArbCEE and the Hungarian Arbitration Association.
She holds a Doctorate in Law from Aix-Marseille, an LL.M. from Oxford, and law degrees from Aix-Marseille and Eötvös Loránd University, Budapest.

Jacques Isabelle
Jacques Isabelle — Renewables and Climate Lawyer at Energy Community Secretariat 
Jacques joined the Energy Community Secretariat in April 2024, with extensive experience in the renewable energy sector and having worked in private practice at international law firms (Simmons & Simmons, CMS Francis Lefebvre and Wolf Theiss) as well as in-house at some of the leading renewable energy developers (RES Group and Neoen). He studied Law in France and the United Kingdom, including his specialisation LLM in Energy Law and Policy from CEPMLP of the University of Dundee in Scotland.

Tomáš is an associate at Dentons’ Prague and Bratislava offices, specialising in competition and antitrust, regulatory, dispute resolution, and EU law. Naida has more than twelve years of international experience in the fields of renewable energy, sustainable development, energy modelling and electricity markets. She currently serves as a Lead of the Renewable Energy Task Force & Senior Renewable Energy Expert within the European Green Deal Unit at the Energy Community Secretariat. Her primary focus is supporting Energy Community Contracting Parties in their efforts to transpose and implement the EU acquis. This includes work related to the design of market-based support schemes, systems for guarantees of origin, self-consumption, power purchase agreements (PPAs), and more. Before the Secretariat, Naida was employed at the International Renewable Energy Agency (IRENA). Naida holds a master's degree in Electrical Power Engineering from the Faculty of Electrical Engineering at the University of Sarajevo and is a Certified Expert in Climate & Renewable Energy Finance, having completed program at the Frankfurt School of Finance & Management.

Adam joined the Energy Community Secretariat in September 2022 as the Head of the European Green Deal Unit. Adam has a legal background and graduated from Durham University and the University of Warsaw. Before joining the Energy Community, Adam was the Head of the Climate Policy Unit in the Chancellery of the Prime Minister of Poland. Before this assignment, Adam spent six years at the European Commission, where he served as a policy officer in the international relations & enlargement unit in the DG ENER, and before that, he was a civil servant in the Polish Ministry of Foreign Affairs.
Adam is currently the Head of the Decarbonisation and Governance Unit at the Energy Community Secretariat, where he leads work on implementing the Secretariat’s decarbonisation agenda.

Since 2014, she has been a negotiator for Poland for the Ministry of Climate and Environment on climate files, including the Fit for 55 package, and a lead on mitigation for Poland’s UNFCCC COP Presidency in 2018.

Linda is the Founder & CEO of the International Sustainable Finance Centre (ISFC), an apolitical, independent think tank, where she oversees its work on sustainability strategies, sustainable investing, and change management. Since January 2023, Linda has been a Member of the EU Platform on Sustainable Finance, an Advisory Body to the European Commission and DG FISMA. She is also an advisory board member at URBANITY and a Member of ESG Committee at ARX Equity Partners, a private equity fund based in Czechia. Until end of 2025, Linda was an Assistant Professor at the Florence School of Banking and Finance at the EUI. In 2024, Linda joined the European Investment Bank's (EIB) Women Climate Leaders Network, and in 2023 Linda was selected as an Obama Europe Leader.
Linda is also a Member of the Agora Energiewende Council for Europe, and until recently, she was a non-executive director at a London-based logistics startup, Pedal Me, and a Fellow at the Royal Society for Arts, Manufactures and Commerce (RSA) in London. Linda serves as an Advisory Board member at the Polish Sustainable Investment Forum (PolSIF), Romanian Sustainable Investment and Finance Association (RoSIF) and the Czech Sustainable Investing Forum (CzechSIF). Previously, Linda was part of a London-based boutique consultancy working on advising major financial sector entities in Europe and in the US on climate finance, change management, and sustainability integration. Linda is an alumna of the University of Glasgow, McGill University and the London School of Economics.

Amb. Dr. Barbara Wassen has extensive experience in environmental, energy, and climate policy, serving in various government roles since 2004. She began working in climate policymaking in 2010 at the Hungarian Ministry of National Development, later leading the Department of Climate Policy. From 2018 to 2022, she was Deputy Minister of State for Climate Policy at the Ministry of Innovation and Technology. Currently, she is Hungary’s Ambassador at Large for Climate at the Ministry of Energy and an assistant professor at Eszterházy Károly Catholic University. She is a Hubert H. Humphrey Fellow at Cornell University, specializing in city and regional planning. Dr. Wassen holds a Ph.D. in Earth Science, an MSc in Environmental Policy and Science, and another MSc in Biology. She has extensive teaching experience at multiple universities. Her work focuses on international, EU, and national climate change policies.

Adrian joined the Energy Community Secretariat in May 2009 as an oil expert. Prior to that, he worked at Albania's Oil and Gas Institute until 1994. That year, he joined the UK-based oil and gas company Premier Oil in London, where he served as a project manager for ten years.
In 2004, Adrian began working as an oil advisor and Director of the Cabinet to the Minister of Energy and Industry of Albania. He was reappointed in 2005 as Director of the Cabinet for the Minister of Economy, Trade and Energy, a role he held until April 2009. Adrian has been actively involved in numerous negotiations of oil and gas contracts.
Adrian holds a university degree in nuclear physics and a master’s degree in physics, combining strong technical expertise with extensive experience in energy policy and industry practice.

The objective of this Energy Debate Day is to allow all participants to master what they have learned during the course through a debate. There will be 4 statements, and for each, two teams of advocates will support or oppose it. The participants will be required to take a certain position, even one they do not personally believe, thus putting them, in some cases, in an uncomfortable situation. However, that is what makes the debate more interesting, and afterwards, the participants will also be evaluated on their ability to defend a case.
