In aMemorandum of Understanding dated 18 November 2022, the Ministry of Environment, Spatial Planning and Infrastructure of Kosovo refered the dispute concerning 3 hydropower projects built on the Deçan river - Lumbardhi II (7 MW), Belaja (7.5 MW) and Deçani (9.5 MW) and the impacts resulting from their construction and operation for mediation before the Secretariat’s Dispute Resolution and Negotiation Centre.

By letter dated 1 December 2022, the representatives of KelKos Energy sh.p.k. also called upon the mediators and the Secretariat’s Dispute Resolution and Negotiation Centre to assist them in finding an amicable solution for their dispute with the Kosovan authorities.
