Biomethane in Ukraine

    Timeline and budget
    • TIMELINE: The project will be implemented between February and December 2025.
       
    • BUDGET: The Secretariat will manage and implement the project through a dedicated unit assigned specifically for this purpose, operating with a budget of GPB 100.000.
    Beneficiaries

    The biomethane project is implemented in Ukraine.

    Target groups

    Throughout the project implementation, the Secretariat will work closely with Ukrainian

    • line ministries and governmental agencies, responsible for biomethane issues,
    • farmers,
    • young professionals, and
    • industry actors

    in order to advocate for regulatory reforms and conduct targeted awareness campaigns to empower and modernise the Ukrainian energy sector.

    Scope

    The project focuses on:

    • Developing three analytical notes, which will be included in on-line biomethane production educational programs (in Ukrainian language) for farmers and all interested parties in order to mobilize a wide range of participants across Ukraine.
    • Conducting a training program incorporating the analysis of new types of sources for biomethane production, addressing the demand for biomethane specialists, and fostering joint initiatives to address skill gaps, ultimately building a skilled and diverse workforce.

     

    Legal framework

    All project activities will be carried out in compliance with the national laws of Ukraine and in line with the best international practices.

    Analytical Notes No 1. and 2.
    Producing over 20 bcm of biomethane a year, Ukraine could strengthen energy independence, support Europe’s green transition, and grow exports. To help unlock this potential,  the "Ukrainian Biomethane Sector Development" project has resulted in three in-depth Analytical Notes, offering practical guidance on sustainable biomass feedstocks:

     

    • Analytical Note No. 1 examines the use of intermediate and cover crops, which are grown during fallow periods and do not compete with food or feed production. Ukraine’s favourable climate could allow these crops to contribute up to 9.2 billion m³ of biomethane annually, around 46% of the country’s total biomethane potential.  

    • Analytical Note No. 2 investigates the viability of producing biomethane from lignocellulosic agricultural residues, such as wheat and barley straw, corn stover, and sunflower stalks. These resources present a sustainable pathway aligned with the EU Renewable Energy Directive III (RED III). 

    • Note 3 explores integrating microalgae cultivation with biomethane production in Ukraine using CO₂, digestate, and heat by-products. It reviews technologies, market prospects, and economic potential, highlighting early but promising development with two companies already active.
