Luxembourg contributes to Ukraine's winter preparedness with additional EUR 8 million donation to Ukraine Energy Support Fund 

The Grand Duchy of Luxembourg contribution raises its total support to EUR 30 million. Approximately EUR 444 million are still needed ahead of the upcoming winter season, based on the EUR 650 million funding needs announced in the joint call at the Ukraine Recovery Conference in June and taking into account new contributions secured for the Ukraine Energy Support Fund since then.

The Grand Duchy of Luxembourg has contributed an additional EUR 8 million to the Ukraine Energy Support Fund through LuxDev, the Luxembourg Development Cooperation Agency, bringing its total support through the Fund to EUR 30 million. Administered by the Energy Community Secretariat, the Fund has become the primary international mechanism for channelling international support to Ukraine's energy sector, which is expected to sustain unprecedented levels of stress as escalating Russian attacks coincide with the approach of a fifth winter of the full-scale war. 

Since the Fund's establishment, more than EUR 1 billion in energy support has been contracted through around 1,300 supply contracts, financing the delivery of critical equipment, materials and services to energy companies across 23 regions in Ukraine. Now, the scale of destruction and continued attacks mean that significant additional resources are required. Ahead of the Ukraine Recovery Conference in June, the Ministry of Energy of Ukraine, the European Commission and the Energy Community Secretariat warned that an additional EUR 650 million was needed to secure the country's winter preparedness. Of this amount, taking into account  Luxembourg's latest contribution and several other recent grants from the Fund’s donors, EUR 444 million are still needed to cover prioritised requests of Ukrainian energy companies to repair and prepare before the cold strikes again.

Under a mandate from the Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade, LuxDev, the Luxembourg Development Cooperation Agency, contributes to the Ukraine Energy Support Fund. 

In agreement with the European Commission and the Ministry of Energy of Ukraine, the Ukraine Energy Support Fund was established to counteract the impact of the Russian attacks targeting critical energy infrastructure. The Fund enables governments, international financial institutions and international organisations, as well as corporate donors, to provide financial support to the Ukrainian energy sector’s efforts to repair that damage and keep functioning. Contributions to the Fund are used to finance the most urgent needs of Ukrainian energy companies such as equipment, spare parts and other technical items, as well as fuels and services needed to repair infrastructure and maintain energy and heat supply in Ukraine.  Current procurement opportunities can be found here.
