Ukraine Energy Support Fund receives EUR 20 million from EU amid escalating war pressures  

The EU's repeat contribution to the Ukraine Energy Support Fund raises its total support to EUR 279 million. Roughly EUR 452 million is still needed to prepare Ukraine's energy system for upcoming winter, based on the EUR 650 million funding needs presented at the Ukraine Recovery Conference in June and taking into account grants secured since then.

The European Union has contributed an additional EUR 20 million to the Ukraine Energy Support Fund, bringing the EU’s total grant contribution to the Fund to EUR 279 million. To date, contributions from 39 donors have supported the delivery of assistance to energy companies across 23 Ukrainian regions, making the Fund the principal mechanism through which international support reaches Ukraine’s energy sector and helping sustain its resilience amid continued, escalating Russian attacks.

As Ukraine prepares its energy sector for another winter, when low temperatures and disruptions to critical infrastructure can pose severe risks to communities across the country, this contribution will help address priority requests for energy equipment and urgent repairs identified by the Ministry of Energy of Ukraine. Ahead of the Ukraine Recovery Conference in June, the Ministry of Energy of Ukraine, the European Commission and the Energy Community Secretariat cautioned that an additional EUR 650 million was needed to secure the country's winter preparedness. Following the EU's contribution, approximately EUR 452 million are still needed to meet urgent needs before temperatures begin to fall.

"While Russia keeps targeting civilian energy infrastructure, the EU responds with unwavering concrete support,” said European Commissioner for Energy and Housing Dan Jørgensen.  "Ahead of yet another harsh winter for Ukraine, our contribution to the Ukraine Energy Support Fund will help address priority requests for energy equipment and urgent repairs. We need to keep communities warm, hospitals running, and the lights on."

In agreement with the European Commission and the Ministry of Energy of Ukraine, the Ukraine Energy Support Fund was established to counteract the impact of the Russian attacks targeting critical energy infrastructure. The Fund enables governments, international financial institutions and international organisations, as well as corporate donors, to provide financial support to the Ukrainian energy sector’s efforts to repair that damage and keep functioning. Contributions to the Fund are used to finance the most urgent needs of Ukrainian energy companies such as equipment, spare parts and other technical items, as well as fuels and services needed to repair infrastructure and maintain energy and heat supply in Ukraine. Current procurement opportunities can be found here. "
