Joint statement by the Ministry of Energy of Ukraine and the Energy Community Secretariat
The Ministry of Energy of Ukraine and the Energy Community Secretariat, acting as a fiduciary of the Ukraine Energy Support Fund, would like to express their sincere appreciation to all donors for their continued support and engagement.
Your contributions played a central role in helping Ukraine’s energy system withstand another extremely difficult winter. This support has been critical in maintaining essential services for the population under sustained attacks on energy infrastructure.
At the same time, the damage to the sector continues to grow, now estimated at approximately USD 24.8 billion, with overall recovery and reconstruction needs reaching USD 90.6 billion, according to the Rapid Damage and Needs Assessment.
The Ukraine Energy Support Fund (the Fund) has proven to be a reliable and effective mechanism for channelling this support where it is most needed. To date, more than EUR 1.9 billion has been mobilised, including over EUR 600 million committed since mid-November.
This reflects both the scale of the challenge and the confidence donors continue to place in the Fund’s ability to deliver. In line with the Fund's compliance practices and commitment to transparency through regular reporting, donors have already received the Fund's Annual Report 2025, while its public version is scheduled for release in the coming weeks.
Looking ahead to the next heating season, preparations are already underway. Building on the experience of the past winters, efforts are focused not only on urgent repairs but also on strengthening resilience. In this context, a new instrument is being implemented under the Fund: strategic emergency reserves for the energy sector.
At the same time, the scope of the Fund is expected to expand in the coming period.
Preparations are underway to include a significant number of additional beneficiaries from the municipal sector, in particular in district heating, water supply and wastewater services. These sectors are essential for the functioning of life-support systems and face similar levels of vulnerability. Their inclusion will further increase the scale and importance of the Fund’s operations.
Considering the scale and urgency of the needs, we call on all donors to renew and further increase their support in a flexible manner. The grants mobilised under the Fund have been almost fully and efficiently allocated in line with priorities defined, and are no longer sufficient to cover the most pressing and strategic needs.
Additionally, new and flexible contributions in the value of EUR 829 million are critical to ensure the timely allocation of resources for already approved and prioritised needs and implementation of procurement, enabling us to act strategically in preparation for the next heating season and beyond.
We remain fully committed to ensuring that all contributions are utilised efficiently, transparently, and with maximum impact. Together, we are building the foundation for a resilient, modern, and secure Ukrainian energy system.
