The Netherlands backs Ukraine's energy recovery with total support to the Ukraine Energy Support Fund reaching EUR 100 million
The Netherlands’ contribution supports Ukraine at a time of acute stress on its energy infrastructure, demonstrating the impact of coordinated European solidarity.
The Netherlands has announced an additional EUR 35 million contribution to the Ukraine Energy Support Fund (the Fund), bringing its total support channelled through the Fund to EUR 100 million. The increased contribution comes as months of intensified Russian strikes on Ukraine’s energy infrastructure place critical systems under severe strain and expose civilians to heightened risk amid widespread power outages. In response, the Fund, administered by the Energy Community Secretariat, continues to support round-the-clock emergency repairs. From the Netherlands contribution, EUR 3 million is dedicated to rooftop solar systems through ‘Ray of Hope’, an initiative that provides decentralised power to hospitals, enabling life-saving care even during attack-induced blackouts.
“This contribution reflects the Netherlands’ clear commitment standing with the Ukrainian people at a time when the country’s energy infrastructure continues to face severe and sustained threats not seen since the start of the full-scale invasion," said Artur Lorkowski, Director of the Energy Community Secretariat. “The donation will help restore heat and light to thousands of households across Ukraine, ensuring continuity of essential services during this critical time."
With the contribution, the Netherlands joins an unprecedented level of international support channelled through the Ukraine Energy Support Fund since November 2025, bringing total lifetime signed contributions to over EUR 1.8 billion. This collective support is delivering tangible results on the ground. The value of equipment, services and protective measures delivered to Ukraine has surpassed EUR 600 million.
With winterisation efforts underway for next year, the Energy Community Secretariat calls on partners to increase contributions to ensure a stable energy supply during emergency situations and reinforce Ukraine’s energy resilience.
