Ireland backs Ukraine’s energy recovery, with total support to the Ukraine Energy Support Fund now at EUR 27 million
Ireland's new EUR 25 million contribution reaffirms the country's solidarity with Ukraine as winter places unprecedented strain on the energy system
Ireland has announced an additional EUR 25 million contribution to the Ukraine Energy Support Fund, bringing its total support to EUR 27 million. The increased contribution comes as Ukraine faces renewed pressure on its energy system following sustained Russian attacks and another period of sub-zero temperatures, which have triggered widespread power outages and placed critical infrastructure under severe strain.
The funds, which will be transferred to the Fund’s account in the coming days, come as the Fund continues to support emergency repairs to the country’s energy system following months of intensified, targeted attacks at levels not seen since the start of the full-scale war.
"At this moment, Russia is cynically weaponising these extreme winter conditions against the people of Ukraine by systematically degrading Ukraine’s critical energy infrastructure", affirmed Ireland’s Minister for Foreign Affairs and Trade, Helen McEntee TD. "Ireland is providing €25 million to the Ukraine Energy Support Fund to support Ukraine in restoring light and warmth to people’s homes at a time when they are facing harsh winter conditions."
Despite a recent and unprecedented outpouring of international support for the Fund’s operations, Russia’s winter offensive since has contributed to a financing gap of approximately EUR 383 million between available resources and urgent support requests received. At the same time, experience gained over nearly four years of the Fund’s operation has shown that preparations for the 2026/2027 winter season must begin now, as the procurement and delivery of critical energy equipment require significant lead time.
“Ireland’s contribution arrives when timing matters as much as scale,” said Artur Lorkowski, Director of the Energy Community Secretariat. “It strengthens Ukraine’s ability to repair, prepare and protect its energy system ahead, as the war continues without a clear endpoint.”
Since its establishment, the Ukraine Energy Support Fund has mobilised more than EUR 1.6 billion in signed contributions from 36 donors. To date, over 1,000 supply contracts have been concluded, with a total value exceeding EUR 800 million, and 612 million worth of critical energy equipment, services and passive protection measures have been delivered. The Fund’s Ray of Hope initiative has also continued to expand, supporting the deployment of solar energy systems in over 160 healthcare facilities across Ukraine to ensure an uninterrupted power supply to lifesaving services, even during prolonged outages.
