Montenegro sets course for EU electricity market coupling with newly adopted legal framework
With the complete transposition of the Electricity Integration Package, Montenegro is one step closer to the integration into EU electricity market
Montenegro has completed the transposition of the Electricity Integration Package, a step that should boost both the energy transition and electricity market competitiveness. This paves the way to join the EU’s Single Day-Ahead Coupling (SDAC) and Single Intraday Coupling (SIDC) — even ahead of EU accession. A key precondition to that is a verification of compliance by the Energy Community Secretariat and the European Commission. Montenegro is now stepping up efforts to submit a formal request initiating the verification process.
On 15 February, Montenegro finalised the transposition of the Electricity Integration Package with the adoption of the two remaining pieces of legislation, namely, two governmental decrees setting out rules for system operation and emergency and restoration. Together with the Energy Law and the recently adopted Law on Cross-Border Exchanges in Electricity and Natural Gas, the completed legal framework aims to provide clearer investment signals, strengthen regional cooperation, reinforce fair competition, and enhance security of supply in Montenegro’s electricity sector -- four factors central to a cost-efficient clean energy transition.
Montenegro is the third Energy Community Contracting Party to fully transpose the Electricity Integration Package. Serbia and Moldova completed transposition last year, with Serbia currently in the process of verification by the European Commission.
The Energy Community Secretariat welcomes this achievement and stands ready to support Montenegro in ensuring the effective implementation of the new legal framework.
