Ukraine Energy Support Fund on track for record year

6 November 2026

The Fund signed almost EUR 200 million in contracts in October, its highest-ever monthly total ever

Throughout 2026, the Ukraine Energy Support Fund has consistently increased its effectiveness in helping Ukrainian energy companies repair and restore infrastructure damaged by Russian attacks. In October, the Fund – administered by the Energy Community Secretariat signed 90 energy equipment contracts worth almost EUR 200 million. This is its highest-ever monthly total, nearly double any previous month.

“Working with our Ukrainian partners under the most testing conditions, the Ukraine Energy Support Fund reaffirms the power of international cooperation and collective resilience,” said Artur Lorkowski, Director of the Energy Community Secretariat. “Every contract, every piece of equipment, helps preserve human life and dignity.”

October’s contracts range from large power transformers for substations to a heavy-duty crane – equipment that repairs the damage caused by Russian strikes and helps keep power, heat and gas flowing to communities across Ukraine.  The Energy Community Secretariat is deeply grateful to the 39 international donors – including the European Union and 18 of its Member States, as well as Australia, Canada, Norway, Switzerland and the United States – who channel their support to Ukraine’s energy system through the Fund and who have made these contracts possible.

The record reached last month marks a new high in a year of consistent support. Since the start of 2026, the Fund has concluded 660 contracts worth EUR 515 million. This represents 40% of the total value the Fund has contracted since it began operating, which now stands at over EUR 1.32 billion (and 1,756 concluded contracts). Since the Fund was founded in 2022, more than 60 energy companies across 23 regions of Ukraine have reported delivery of equipment worth EUR 812 million, directly strengthening their resilience.

Needs remain urgent. October's record comes as Russia continues large-scale waves of combined strikes on power generation facilities, grid infrastructure and substations. These attacks threaten Ukraine’s ability to provide communities with safe water, heat and power, and the United Nations has condemned them as crimes against humanity.  With new requests for support arriving every day, the Energy Community Secretariat calls on current and prospective donors to step up their contributions.

The Ukraine Energy Support Fund was established in 2022, in agreement with the European Commission and Ukraine’s Ministry of Energy, to counteract the impact of Russian attacks on critical energy infrastructure. It brings governments, international financial institutions, international organisations, NGOs and corporate donors together through a single, accountable channel.  It is administered by the Energy Community Secretariat, which brings long-standing relationships with Ukraine’s Ministry of Energy and energy sector, technical knowledge of the Ukrainian system, and stringent compliance, control and reporting procedures.

Contributions finance Ukraine’s most urgent energy needs: equipment, spare parts and other technical items, as well as fuels and services. Current and upcoming tenders are published at uesf.fund and on the Energy Community Secretariat’s procurement page.
