The gaps are closing on the path to carbon pricing in the Energy Community region
Secretariat and partners align MRVA and carbon pricing support for Contracting Parties in Belgrade
The Energy Community Secretariat, together with GIZ under the framework of the Regional Climate Partnership between Germany and the Western Balkans, co-organised the event "Enhancing coordination of MRVA and carbon pricing system support in the Energy Community" in Belgrade.
The event brought together over 50 participants from international financial institutions active in the region (including the World Bank, EBRD and KfW), technical assistance providers (GIZ, UNDP, UBA AUT, and Tratolow), the European Commission, energy and climate/environment ministries of the Energy Community Contracting Parties, and other stakeholders. They took stock of current and planned monitoring, reporting, verification and accreditation (MRVA) systems and carbon pricing assistance in the region.
With most Contracting Parties drafting or transposing MRVA legislation, well-targeted support is critical to their progress towards carbon pricing and, ultimately, to their integration with the EU's climate framework and Emissions Trading System. In this regard, participants underlined the Secretariat's role in convening and coordinating donor and partner support, so that assistance matches the Contracting Parties' priorities and avoids gaps and duplication.
The discussion produced a shared picture of the state of play and pinpointed where further support is needed and where technical and financial assistance can be targeted most effectively.
This work will be taken forward through the Technical Working Group on Carbon Pricing, with an increased focus on coordination among Contracting Parties and international partners and on addressing the support needs identified through this process.
