Norway announces a new grant of over EUR 48 million to the Ukraine Energy Support Fund ahead of winter

29 October 2026

Norway has announced an additional contribution of over EUR 48 million (NOK 500 million) to the Ukraine Energy Support Fund (the Fund), bringing Norway's total support channelled for Ukraine's energy resilience through the Fund to over EUR 257 million.

"Ukraine is soon entering a new winter of war. To ensure the most stable possible power supply and avoid severe humanitarian consequences, it is very important that Ukraine receives funds to purchase equipment to strengthen and restore critical infrastructure damaged by Russian bombing,' said Minister of Energy Terje Aasland.

According to Jorun Nossum, Director, Department for the Nansen Support Programme for Ukraine, "Energy support may sound technical, but for people in Ukraine it means warm classrooms, functioning hospitals and water in their homes. That is what Norway's additional contribution is ultimately about.”

The new grant from Norway will be contributed to the Fund in November and December this year. The funds fall under the Nansen Programme's framework for 2026, one of the focus areas of which is Ukraine energy security in response to Russia's targeted attacks on Ukraine's energy infrastructure. These funds will be translated through the trusted mechanism of the Fund into rapid repairs and new equipment supply, as prioritised by the Ministry of Energy of Ukraine.

Such additional contributions by current donors, as announced today by Norway, demonstrate trust in and the proven efficiency of the Fund, further enabling the procurement of equipment, materials, and other goods and services for Ukrainian energy companies that need to carry out urgent repairs, maintain essential services and respond rapidly to ongoing unprecedented attacks.

“Providing support for Ukraine’s energy resilience is a high priority among international partners. We are thankful to Norway for its ongoing trust in the Ukraine Energy Support Fund and its administration by the Energy Community Secretariat, as evidenced by Norway's significant additional contribution. We are working daily to translate such financial support into tangible results on the ground and call on our current and potential donors to follow this example and stand together with Ukraine through another winter of war,” stated Energy Community Secretariat Director Artur Lorkowski.

The Ukraine Energy Support Fund has evolved into the principal mechanism for channelling international support to Ukraine’s energy system. To date, more than EUR 1.2 billion has been contracted through supply contracts, with over EUR 811.3 million worth of energy equipment and support reported as delivered to energy companies across 23 regions of Ukraine. An enhanced procurement process will help accelerate emergency response, strengthen preparedness and ensure that companies operating in Ukraine's energy sector can access vital resources both ahead of and during the upcoming winter season.

In agreement with the European Commission and the Ministry of Energy of Ukraine, the Ukraine Energy Support Fund was established to counteract the impact of the Russian attacks targeting critical energy infrastructure. The Fund enables governments, international financial institutions and international organisations, as well as NGO and corporate donors, to provide financial support to the Ukrainian energy sector’s efforts to repair that damage and keep functioning. Contributions to the Fund are used to finance the most urgent needs of Ukrainian energy companies, such as equipment, spare parts and other technical items, as well as fuels and services needed to repair infrastructure and maintain energy and heat supply in Ukraine.  Current procurement opportunities can be found here.
