Solidarity at work: Ukraine Energy Support Fund delivers as winter attacks begin
€102.5 million in energy equipment reported delivered since June, with €154.2 million more due before the end of the year

On 30 September, the heaviest combined strike on Ukraine's energy facilities in months forced emergency power cuts in Kyiv and three surrounding regions. Ukraine's government warns that Russia has escalated massive strikes on energy infrastructure, and a winter of attacks is widely expected. This has sharply heightened concern for the energy sector, given the experience of last winter, when similar attacks left millions without power and heating for long periods in temperatures as low as –20°C. The Energy Community Secretariat shares these concerns and is responding at scale with Donors' support. The Ukraine Energy Support Fund gives 39 donors a single, accountable channel into Ukraine's energy sector. While needs are growing, it has built a proven system to meet them.
Between June and September 2026, suppliers contracted via the Fund reportedly delivered €102.5 million in energy equipment to Ukrainian energy companies. Most went to the systems that keep homes lit and heated: repairing damaged power plants and installing new, decentralised generation; rebuilding the substations that carry electricity from the national grid to cities and neighbourhoods; and restoring local gas production and the networks that bring gas to homes, district heating, public services and industry. Over the same four months, the Fund concluded €166.0 million in new contracts. In September alone, 83 supply contracts were signed worth EUR 30 million.
The pipeline for the coldest months is also in place, thanks to an optimised procurement process developed in close cooperation with Ukraine's Ministry of Energy. €221.4 million in equipment is scheduled for delivery by the end of February 2027, including €154.2 million before the end of this year. A further €825 million worth of equipment is in various stages of procurement, out of which over EUR 120 million worth of procurement is currently online on the platform and in the bidding phase. Contracts over EUR 135 million are expected to be signed by Ukrainian energy companies within days.
What is still needed
At the G7+ meeting on 17 September, Ukraine's Ministry of Energy put current additional needs at €400 million. The Fund fills prioritised requests from the Ministry and Ukrainian energy companies as donor resources become available.
