Energy Community Ministries reveal their 2026 Priorities

"It is very important to achieve energy sovereignty for the Republic of Srpska and the Federation of Bosnia and Herzegovina.  We are working diligently on adopting the ETS roadmap together with other entities.  It is also important to meet certain standards to become more competitive in the market, as we believe we have a competitive advantage. If we ensure more interconnections, there will be greater benefits for both citizens and businesses."

"Last year in Kosovo, we launched the RFP for our first wind auction, with three bidders pre-qualified so far. Our energy regulator has implemented market liberalisation, a long-standing obligation under the Energy Community Treaty. This has led to the abolition of an effective monopoly in the supply market, and the number of licensed suppliers has increased to 27.

We have also started the modernisation of our existing thermal power plants, increasing capacity and energy security while lowering emissions. Next year, we will focus on the transposition of the EU acquis and on further increasing efficiency and renewable energy investments."

"Together with the Energy Community Secretariat, we are developing a detailed roadmap to ensure that Georgia’s transition to a fully integrated electricity market is both realistic and sustainable. We have made significant progress on the Electricity Integration package, including TSO unbundling. The remaining legislative amendments related to electricity regulation and EU directives are already underway, while certain elements—particularly market coupling—will be implemented once the necessary physical interconnections are in place. 

In this context, a major priority for Georgia and for the wider region remains the Black Sea submarine cable project. With the feasibility study confirming both its technical and economic viability, and the project obtaining PMI status, we are now moving forward with environmental, geotechnical, and geophysical assessments. This project will strengthen regional energy cooperation, enhance security of supply, and support the development of renewable energy."

"We have aligned our framework with EU market rules and completed the transposition of the Electricity Integration Package, creating a modern, transparent, and competitive foundation for our power sector. We also moved from legislation to implementation. Last year, Moldova launched intraday and day-ahead electricity markets, trading the first megawatt-hour on a national organised market. In parallel, we launched the balancing market, creating new opportunities for investment and supporting the integration of renewable energy... Energy security continues to be a key priority for Moldova. We approved a comprehensive winter preparedness plan covering gas and electricity, with clear measures to protect consumers, ensure stability and system reliability, and respond to any potential supply disruptions. In natural gas, we strengthened security of supply by extending and increasing the gas storage obligation in line with EU legislation and rules. 

The next phase is about implementation and integration: making markets fully functional, deepening regional cooperation and coupling, strengthening interconnections, and turning reforms into tangible benefits for citizens and businesses. Moldova remains firmly committed to the Energy Community and to building a secure, competitive, and integrated regional energy market."

We want to become a strategic partner of the European Union, an energy bridge between the Balkans and the European Union, and an energy hub. In this context, we aim to realise investments that will be highly beneficial for the European Union, helping to open southern energy corridors and provide favourable prices for energy derived from green sources."

"The adoption of the new energy Law, which transposes most of the Electricity integration Package, is a significant step in aligning with the Energy Community and, among other things, represents the most important step towards market coupling with the European electricity market. The Energy Law creates the legal prerequisites for active integration of energy systems and electricity and gas markets as an integral part of regional markets and the European Union for electricity and gas markets. The Ministry also adopted a Law on Energy Efficiency in 2025. The goals of this law are to strengthen cooperation between consumers, producers, energy suppliers, energy service providers, and central and local authorities in order to achieve energy efficiency objectives, increase the use of energy from renewable sources by end users, develop the energy services market, and improve the provision of energy services. 

We are also advancing key investments in regional electricity and gas interconnections to improve energy security, including work on the gas interconnector with Greece and continued discussions with Serbia."

"Having transposed the Electricity Integration Package, we are on the path to becoming part of the EU single electricity market. This will bring greater security of supply, improved balancing capacities, transit opportunities, and increased integration of renewables into our electricity sector and energy mix. 

We would like not only the European Commission, but also other Contracting Parties and the Secretariat, to put all efforts into echoing the message we have been delivering for almost three years  whe it comes to CBAM and market coupling—that these two processes should go hand in hand, not one against the other. We are confident that we will continue with reforms not only to meet the obligations we have undertaken, but also to improve the system, the legal and strategic frameworks, to ensure a better quality of life for citizens and better conditions for the economy."
