Moldova nears EU electricity market integration

Moldova completes Electricity Integration Package transposition with approval of the five network codes and guidelines 

On 4 November 2025, Moldova took a major step toward reinforcing the foundations for the country’s market liberalisation and future coupling with the EU single market for electricity by aligning with the EU internal electricity market rules and the Energy Community acquis.  

The milestone was achieved when the National Energy Regulatory Agency (ANRE) approved the full set of Electricity Network Codes and Guidelines, adapted and adopted in line with Ministerial Council Decision 2022/03/MC-EnC of 15 December 2022. With its approval, Moldova has officially completed the transposition of the Electricity Integration Package (EIP) into its national legal framework. The full set of legal acts must now be verified by the Energy Community Secretariat and the European Commission.  

The newly approved measures establish the regulatory basis for competitive and transparent market functioning, enhancing cross-border electricity exchanges and improving system balancing to enable electricity supply and demand and grid stability to be maintained in an economically efficient manner.

Together, these rules represent an essential requirement for enhancing Moldova’s overall energy security and resilience. Crucially, it also positions Moldova for integration into the EU’s internal electricity market as the country can now advance towards adherence to the single day-ahead and intraday coupling. Verified compliance of the EIP transposition, through a process conducted by the Energy Community Secretariat and the European Commission, is a prerequisite for this next step. 

During a public meeting on November 4, ANRE acknowledged the continuous technical and advisory support provided by the Energy Community Secretariat, which played a key role in advancing the development and adoption of the measures and in ensuring the successful completion of this important step in Moldova’s electricity market integration.  

The Secretariat will continue to cooperate closely with ANRE, the Transmission System Operator Moldelectrica, and other stakeholders to ensure the effective implementation and enforcement of the newly adopted rules.
