Ukraine Energy Support Fund: In one week, over €19 million in critical energy equipment delivered ahead of intensifying winter pressures

18 November 2025

During the week of 10–14 November, record deliveries strengthened the power system under constant wartime strain as efforts intensify to close the Fund’s €420 million financing gap.

The Ukraine Energy Support Fund (the Fund) delivered €19,236,425.10 worth of critical energy equipment last week to reinforce Ukraine’s energy system against continued attacks. This record volume demonstrates the Fund’s ability to mobilise and deploy assistance at speed and scale when needed most.  Turbines, transformers, mobile cogeneration units, generators, and other essential power infrastructure equipment were included in the latest shipments. Priority deliveries were directed to the hardest-hit regions, helping energy crews stabilise supplies and prepare for heightened winter stress on infrastructure.

With these latest logistics operations, the Fund has now delivered more than €530 million worth of emergency equipment to Ukrainian energy companies, including those on the frontlines of maintaining power and heat supply. The ability to mobilise equipment quickly accentuates the urgency of closing the €420 million financing gap, ensuring that the Fund can continue matching real-time needs identified by the Ministry of Energy of Ukraine.

The record deliveries coincided with the Market Awareness Workshop convened by the Energy Community Secretariat and the Ministry of Energy of Ukraine during the Rebuild Ukraine Conference in Warsaw, bringing together suppliers, donors, and policymakers to drive new procurement partnerships. The event raised awareness among potential suppliers about opportunities to participate in ongoing procurement processes, with the aim of expanding competition, increasing bid depth, and enhancing procurement efficiency — ultimately enabling faster delivery of equipment at fair and competitive prices to support Ukraine's energy resilience.
