Energy Community steps up support for Ukraine’s energy recovery and EU path at ReBuild Ukraine Conference
At the ReBuild Ukraine Conference in Warsaw, the Energy Community Secretariat underscored its leading role in advancing Ukraine’s energy recovery and green, resilient future, forging closer cooperation under the Ukraine Energy Support Fund and propelling the country’s EU integration.
€1.5 billion mobilised, call to close €420 million gap ahead of winter
Addressing the G7+ Principals Meeting on Ukraine Energy Sector Support, Director Artur Lorkowski underscored the trust of donors in the Ukraine Energy Support Fund’s operational framework, administered by the Secretariat as fiduciary. As the winter heating season begins and attacks on energy infrastructure intensify, he underscored the Fund’s crucial role in sustaining power supply and accelerating long-term recovery. To date, the Fund has mobilised over EUR 1.5 billion from 33 donors, enabling EUR 770 million in signed supply contracts that support more than 60 Ukrainian energy companies across 23 regions — demonstrating its evolution into one of the most agile and trusted mechanisms for both emergency response and reconstruction.
Director Lorkowski also held bilateral meetings with the Minister of Energy of Ukraine, international partners, and representatives of Ukrainian energy companies to align key priorities under the Fund, assess the impact of delivered support, and explore new areas of cooperation. He called on government representatives, donors, and the private sector at a high-level discussion on Ukraine’s energy transition and reform agenda to close the Fund’s €420 million financing gap to ensure continued delivery of vital equipment amid ongoing attacks and the onset of winter. To strengthen procurement processes under the Ukraine Energy Support Fund, the Secretariat, in partnership with the Ministry of Energy of Ukraine and UTA-Sweco, will hold a market awareness workshop for interested energy companies. The conference will be held on Friday at the conference in Hall 2, Room B, Expo XXI, Warsaw, between 15:45 until 17:00.
"The Energy Community stands firmly with Ukraine — not only to restore its energy system, but to rebuild it greener, stronger, and fully integrated with Europe," Director Artur Lorkowski highlighted. "As we have proven time and again, the Ukraine Energy Support Fund has become a transparent and trusted engine of recovery, turning solidarity into real impact on the ground,” said Director Artur Lorkowski.
Driving Ukraine’s long-term green transition
Reflecting the Fund’s growing focus on renewable energy and decarbonisation, Adam Balogh, Head of the Ukraine Support Task Force Unit, showcased initiatives driving Ukraine’s green transition. Through Ray of Hope, around 150 hospitals are being equipped with solar and battery systems to ensure uninterrupted power during blackouts, with more than 20 already generating their own electricity. He also underscored Ukraine’s vast potential in renewable gases, with the capacity to produce up to 20 billion cubic metres of biomethane annually.
