Energy transition in the Western Balkans gains further momentum
Regional leaders endorse Revised Green Agenda Action Plan and Climate Adaptation Roadmap
The Western Balkans took a step toward the green transition as Ministers of Environment endorsed the Revised Green Agenda for the Western Balkans (GAWB) Action Plan (2025–2030) and the WB6 Climate Adaptation Roadmap. The endorsement marks a renewed political commitment to accelerate decarbonization and ensure a just transition.
Director of the Energy Community Secretariat, Artur Lorkowski, joined Ministers alongside representatives of the European Commission, Germany, the United Kingdom, Croatia, and partner organisations at the Second Ministerial Meeting on the Green Agenda for the Western Balkans, where stakeholders set out the path for the region’s energy transition under the revised Action Plan — aimed at meeting 2030 targets and achieving climate neutrality by 2050.
Building on renewed political momentum, Director Lorkowski stressed that the Energy Community provides the legal, institutional, and cooperative structures needed to drive decarbonisation, cleaner air, and market integration with the EU. He urged governments to take decisive steps toward these goals, notably by transposing the Energy Community’s Electricity Integration Package.
He also called for the introduction of carbon pricing mechanisms to ensure fair competition and prepare for integration into the EU Emissions Trading System (EU ETS) upon accession. This must go hand in hand with full compliance with the environmental standards that entered into force under the Energy Community framework in 2018 — namely the Large Combustion Plants Directive and the Industrial Emissions Directives, which limit harmful emissions from power plants and require cleaner, more efficient industrial practices.
The Energy Community will continue to support the Western Balkans in turning commitments under the Revised Green Agenda into action — through legal alignment, technical assistance, and regional coordination under the Energy Community acquis.
