Luxembourg increased its contribution to the Ukraine Energy Support Fund to EUR 12 million

The Government of Luxembourg has officially increased its contribution to the Ukraine Energy Support Fund (Fund) to EUR 12 million, with an additional EUR 10 million in funds already received and fully available in the Fund’s special account.

This renewed support is tangible evidence of international unity and Luxembourg's solidarity with Ukraine, coming at an important time as Ukraine and its international partners have just aligned priority actions for Ukraine's resilience at the Ukraine Recovery Conference 2025, held last week in Rome.

The additional contribution underscores Luxembourg's continued commitment to strengthening Ukraine’s energy resilience in the face of escalating Russian attacks on critical energy infrastructure. It also highlights the strategic role of the Fund in enabling a rapid response ahead of the 2025/2026 winter season, while supporting Ukraine’s long-term transition towards modern, decentralised, and sustainable energy system.

Administered by the Energy Community Secretariat (Secretariat) in close coordination with the Ministry of Energy of Ukraine, the Fund ensures full transparency and efficiency in managing donor support.

The Secretariat is coordinating the allocation of the increased Luxembourg contribution in line with the most urgent needs of Ukraine. With this latest contribution, the Fund will further broaden its capacity to provide tangible results in repair works, while supporting Ukraine’s path towards its green future.

“We warmly welcome this new contribution, which reinforces the role of the Fund as an efficient, agile, and transparent instrument – capable to deliver a rapid response, supporting complex modernisation of Ukraine’s energy system. Every contribution helps to close the still sufficient gap between available funds and prioritised needs to ensure Ukraine’s energy resilience,” – stated Artur Lorkowski, Director of the Energy Community Secretariat.

“We sincerely thank the Government and the people of Luxembourg for their generous assistance. Ukraine deeply appreciates this unwavering support. Every contribution is a step towards strengthening the energy security of not only our country, but the whole of Europe. The funds will be directed towards vital emergency repairs of our critical infrastructure, which continues to suffer daily damage as a result of Russia’s strikes”, - stated Herman Halushchenko, Ukraine’s Minister of Energy. 

Since its launch in April 2022, the Fund has mobilised over EUR 1.16 billion from more than 33 donors, enabling over 790 supply contracts and EUR 669 million contracted to date, supporting delivery to more than 50 Ukrainian energy companies across 21 regions in Ukraine. The Secretariat urges all donors to increase their contributions, as the current gap in funding under the Fund between available funds and prioritised needs is approximately EUR  617 million.
