Norway signed NOK 500 million contribution to the Ukraine Energy Support Fund
This new contribution was announced at the Ukraine Recovery Conference 2025 in Rome
On June 10, 2025 during the high-level “Ukraine – Norway Energy Lunch” on the margins of Ukraine Recovery Conference 2025 in Rome, representatives of Norwegian Government, Norwegian Agency for Development Cooperation (Norad), Energy Community Secretariat, and the Ministry of Energy of Ukraine signed new NOK 500 million contribution (approximately EUR 42 million) to the Ukraine Energy Support Fund (Fund). This commitment reaffirms Norwegian solidarity with Ukraine amid escalated Russian attacks targeting critical energy infrastructure across Ukrainian regions.
This milestone is the result of close and effective coordination between the Government of Norway and the Energy Community Secretariat, ensuring the strategic accumulation and deployment of donor funds to enable emergency response and the long-term recovery. The Energy Community Secretariat will administer the contribution, guaranteeing that Norway’s support is allocated transparently and effectively to reinforce the resilience, decentralisation and modernisation of the energy system of Ukraine.

By supporting the Ukraine Energy Support Fund, we are helping to protect essential services, strengthen resilience, and ensure long-term transformation of Ukraine’s energy sector. We are proud to stand with Ukraine and to do so together with Norway and all international partners at this crucial moment”, said Artur Lorkowski, Director of Energy Community Secretariat.
For her part, Cecilie Myrseth, Norwegian Minister of Trade, Industry and Fisheries, said that "Norway stands in unwavering solidarity with Ukraine, especially as its energy infrastructure faces relentless challenges."
Since its establishment in April 2022, the Fund has mobilised over EUR 1.16 billion from more than 33 donors, enabling the rapid delivery of energy equipment and critical repairs across 21 regions of Ukraine. As of July 2025, more than 790 supply contracts were financed with EUR 669 million contracted under the Fund, with over 50 Ukrainian energy companies receiving critical support.
The signing of this contribution is both a vital support to Ukraine’s resilience and a powerful message of international unity and commitment, highlighting Norway’s priority in supporting Ukraine’s energy security during a time of unprecedented wartime challenges.
The Energy Community Secretariat urges all donors to follow Norway's commitment and intensify their support through the Fund ahead of 2025/2026 winter operation period, as Ukraine continues to defend its sovereignty and Europe works in unity to secure a sustainable and resilient energy future in the region.
