Canada increases contribution to Ukraine Energy Support Fund to CAD 70 Million during the escalating energy sector damage

The Government of Canada has significantly increased its contribution to the Ukraine Energy Support Fund (the Fund), raising it from CAD 20 million to CAD 70 million, reaffirming Canada’s ongoing commitment to supporting Ukraine’s energy resilience.

The increased contribution will enable the Energy Community Secretariat, in collaboration with the Ministry of Energy of Ukraine, to address the most pressing needs of the Ukraine’s energy sector.

The urgency of such support is underscored by the latest Rapid Damage and Needs Assessment (RDNA4),[1] which estimates that damage to Ukraine’s energy sector has reached US$20.51 billion as of 31 December 2024 — more than double the damage recorded in the previous assessment.

This additional contribution will allow Ukrainian energy companies suffering from targeted Russian attacks to replenish critical inventory of the essential energy equipment — such as transformers, generators, gas infrastructure components, and repair materials, ensuring the stable operation of the country’s energy system. Part of Canada’s contribution will be directed specifically towards securing energy supplies for critical social infrastructure in the healthcare sector, with a particular focus on the deployment of solar power systems with battery energy storage.

“Canada's increased contribution is a powerful demonstration of international solidarity at a time when Ukraine’s energy infrastructure faces daily attacks from Russia,” said Artur Lorkowski, Director of the Energy Community Secretariat. Since its launch in April 2022, the Fund has mobilized over EUR 1 billion from more than 30 donors, enabling the repair of power generation, transmission, and distribution infrastructure, and the supply of vital equipment to over 56 energy companies across 21 regions of Ukraine.

“As Russia continues its ruthless attacks on Ukrainian infrastructure, leaving millions without electricity, water and heat, Canada is proud to strengthen its partnership with the Energy Community Secretariat to continue the important work it is doing to help Ukraine repair its critical infrastructure,” added the Honourable Mélanie Joly, Minister of Foreign Affairs of Canada.

"Canada's increased contribution highlights our unwavering support for Ukraine's energy sector during these difficult times. This assistance will help Ukrainian energy companies restore essential inventory and maintain stable operations. It's a strong show of international solidarity for the Fund, which has shown to be an effective mechanism for addressing Ukraine’s needs,” said the Honourable Ahmed Hussen, Canada’s Minister of International Development.

The Energy Community Secretariat is urging on partners to follow Canada’s example by increasing their contributions to the Fund as resources are needed not only for immediate recovery but also for longer term stabilization of the Ukraine’s energy sector.
