Secretariat’s Opinion on unbundling of the Moldovan gas operator Vestmoldtransgaz

Today, the Energy Community Secretariat published its Opinion 2/24 of 24 June 2024 on the unbundling of the Moldovan gas TSO Vestmoldtransgaz as an independent system operator. In its Opinion, the Secretariat raises concerns about the unbundling of Moldovagaz as one of the system owners, as the continued supply of natural gas by that company is not in line with the requirements of the Gas Directive.

To address these and a number of other outstanding issues, the Secretariat requests ANRE to perform a series of additional analyses, including a security of supply assessment under Article 11 of the Gas Directive regarding Gazprom’s control over the owners of the gas transmission network.

As required under Article 10 of Directive 2009/73/EC and Article 3 of Regulation (EC) 715/2009, ANRE shall take the utmost account of the Secretariat’s Opinion when adopting its final certification decision.
