Accelerating electricity market integration and implementation of the acquis

Kosovo will prioritise concrete progress in electricity market integration, in line with the Electricity Integration Package and the principles of the EU internal electricity market.

Special attention will be given to:

  • Further steps toward the integration of electricity markets between the Contracting Parties and the European Union, including progress on day-ahead and intraday market coupling;
  • Completion of transposition and, more importantly, effective implementation of the electricity acquis, with a focus on operational readiness, regulatory cooperation and coordination between transmission system operators, regulators and market participants;
  • Strengthening compliance and enforcement culture, recognising that market integration, integrity and investor confidence depend on consistent and predictable application of common rules.

Kosovo considers electricity market integration not as an end in itself, but as a key instrument to improve competition, increase welfare, enhance security of supply and support the integration of renewable energy sources across the region.
 

Advancing climate policy alignment and paving the way for gradual emissions reduction, while ensuring energy security and affordability

Kosovo’s Presidency will support the Energy Community’s long-term emissions reduction objectives through a pragmatic and phased approach, bassed on the lessons learned from EU experience, while mindful of regional specificities and socio-economic impacts.

In this context, Kosovo will promote:

  • Further alignment with EU climate and energy policies, including progress under the Energy Community Decarbonisation Roadmap;
  • Structured discussions on internalisation of external costs and carbon-related policies and financial mechanisms to mitigate socio-economic impacts;
  • Policies and regulatory reforms that enable renewable integration, strengthen system flexibility and deliver a lower-emission, well-functioning electricity system.

Kosovo underlines that lowering emissions must go hand in hand with security of supply, affordability and social considerations. We recognise that the pace of this transition is shaped not only by policy decisions, but also by system realities and available resources.
 

Delivering quick wins through enhanced cooperation and better use of existing resources

Kosovo considers enhanced regional cooperation to be an important source of tangible benefits for citizens and economies, particularly in the area of security of supply.

Therefore, the Presidency will place strong emphasis on:

  • Improving coordination and information exchange among Contracting Parties, especially in relation to winter preparedness, assessments and crisis response;
  • Better utilisation of existing interconnection capacities and cross-border infrastructure, with the aim of increasing welfare, reducing system costs and strengthening resilience;
  • Addressing practical and operational barriers that limit cross-border trade and efficient use of regional resources.

Kosovo believes that improved coordination and practical cooperation can deliver quick and visible results, while also reinforcing longer-term objectives related to market integration and emissions reduction.
