Wholesale electricity market concept design for Moldova under development

Representatives of the Moldovan Ministry of Economy – Directorate General for Energy, the national energy regulatory agency, the transmission system operator Moldelectrica and other stakeholders joined the kick-off meeting of the working group dedicated to drafting a concept design for the operation of the wholesale electricity market in Moldova, organized within the EU4Energy Governance project. In compliance with the provisions of the Law on Electricity of 27 May 2016, the elaborated concept design will direct reforms, through a stepwise approach, towards a competitive and transparent operation of the electricity market in Moldova, including effective coupling with Ukraine and undertaking commercial arrangements with the Romanian electricity market.

The national energy regulatory agency, the direct beneficiary of the technical assistance, will adopt the comprehensive concept design of the wholesale electricity market operations in Moldova and the relevant implementation plan. The documents will outline the necessary actions to be taken by each stakeholder in the sector, including drafting of detailed rules for the various segments of the wholesale electricity market. The elaboration of detailed rules by each stakeholder in the sector should facilitate the process of assessing and procuring adequate software in Moldova, necessary to complete the electricity market reform and harmonization with the Third Energy Package.

A final concept design coordinated with all stakeholders and the working group will be developed by 31 October 2017.

This project is part of the EU4Energy Initiative which covers all EU support for evidence-based energy policy-making and energy efficiency in the region of the Eastern Partnership, which brings together the EU, its member states and six partner countries: Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.
