The EU4Energy Governance Project is a technical assistance project funded by the European Union, under the EU4Energy Initiative. It targets policymakers working in the energy sector of Eastern Partner countries and helps them strengthen their legislative and regulatory frameworks as well as identify investment opportunities in key energy infrastructure projects.
A well-functioning energy sector needs clear rules and regulations that ensure both competition and legal certainty. With such rules and regulations in place, consumers such as households, businesses and industry can expect the following benefits:
The Energy Community Secretariat and the Energy Charter Secretariat are jointly carrying out the EU4Energy Governance project.

The EU4Energy Governance project supports the preparation and adoption of legislation in following sectors:
In order to secure the commitment and ownership of the Eastern Partner countries, EU4Energy works in close collaboration with national authorities to identify priority areas for support. By setting up dedicated working groups of all involved institutions for each sector of work, the EU4Energy Governance team ensures that appropriate follow-up is taken for all new legislation developed. At the same time, training and exchange of experience and best practice is provided to the working group members to facilitate the implementation of new legislation.
Through High-Level Policy Talks that are organised by the project, the need for specific reforms is addressed at the highest levels to ensure a clear understanding of each new piece of legislation proposed.
By explaining what compliance entails, the benefits it can bring as well as sharing experience and best practice from the EU, the Energy Community Secretariat helps to create a wider understanding and acceptance of the new reforms, promoting an accelerated adoption process in the country.
The project has a four-year implementation period that runs from June 2016 to June 2020.
For each of the four years, an annual work programme is prepared by country and also for the region.
The implementation and results of the work being carried out is presented by country and for the region.
Besides the Energy Community Secretariat office in Vienna, the EU4Energy Governance team operates two regional project offices to ensure close cooperation with all stakeholders.

Our team is making efforts to better explain the energy reforms and the impacts they have in the partner countries, especially on citizens. For this reason, we have adopted #EnergyReforms4Citizens – the hashtag that brings energy reforms closer to the citizens and which we use to promote the “citizen-angle” of our work in social media.
Our blog is our new communication platform for sharing how our work is making a real difference for the citizens of Georgia, Moldova and Ukraine.
Everyone has a part to play to make energy reforms successful. Our new policy and citizen briefs bring greater clarity to the actions needed from both policymakers and citizens to do their part.
