State aid authority of Kosovo* renders first decision regarding incompliant State support to renewables

On 24 November 2020, the State Aid Commission of Kosovo* rendered its first-ever decision concerning State aid in the energy sectors. It found that an administratively set feed-in-tariff for 20 MW of photovoltaic projects does not comply with the State aid acquis because it has not been notified to the competent State aid authority before it was granted and it is not in line with the Guidelines on State aid for environmental protection and energy.

While the Secretariat welcomes Kosovo*’s ambition to reach the 2020 renewables target, the Secretariat has already pointed out repeatedly that any State support must be in line with the State aid acquis and be cleared by the State Aid Commission. Today’s decision is an important milestone for the national State aid authorities taking responsibility for assessing renewables support schemes not only for Kosovo* but for the entire region.
