The first meeting of Western Balkan 6 Day-ahead Market Integration (WB6 DA MI) and Multi-Regional Coupling (MRC) projects took place today in the Energy Community Secretariat. The co-chairs of both project steering committees discussed the possibilities for WB6 stakeholders to become participants to the MRC with the aim to join the European Single Day-Ahead Coupling (SDAC).
Harmonisation of legal rules with Third Energy Package obligations together with the establishment of a power exchange and a market coupling project with an MRC member were identified as the main prerequisites for the WB6 parties to join the MRC. Thus, participants stressed the need to complement the pilot projects under the WB6 DA MI programme with a legally sound framework allowing for reciprocal application of the Regulation on Capacity Allocation and Congestion Management (CACM) between the Contracting Parties and EU Member States.
The meeting identified the need for further cooperation between WB6 and MRC on specifying legal obligations that have to be fulfilled by WB6 parties to join the MRC, in particular in the light of a new Single Day-ahead Coupling Operations Agreement (DAOA) that is in the process of being finalized, and expected to enter into force in the first quarter of 2019.
Participants agreed to hold a follow-up meeting dedicated to the open legal matters in the early 2019.
