State of compliance

In  2017, a set of normative acts on climate were drafted. They include a Regulation on the Organization and Functioning of the National Monitoring and Reporting of Greenhouse Gas Emissions and other Information relevant to Climate Change, a Government Decision on the Establishment of Mechanisms to Coordinate Activities on Climate Change and a Government Decision on the Establishment of the National Commission on Climate Change. The adoption of these acts is still pending and is expected by the end of 2018.
 

 

  • National greenhouse gas emissions monitoring and reporting systems

    Reviewing the national greenhouse gas emissions monitoring and reporting systems with a view to align with the Regulation (EU) 525/2013

    • Develop a National Inventory System for greenhouse gas emission
      The draft Regulation on the Organisation and Functioning of the National Monitoring and Reporting of Greenhouse Gas Emissions and Other Information relevant to Climate Change transposes the relevant provisions of Regulation (EU) 525/2013; its adoption is expected by the end of 2018.
    • Low Carbon-development Strategies Adopt Low-Carbon Development Strategies
      Moldova’s Low Emission Strategy up to 2030 and the action plan for its implementation were adopted on 16 December 2016. Both are in compliance with the provisions of Regulation (EU) 525/2013.
    • Introduce legislation defining national systems for Policies, Measures and Projections
      The draft Regulation on the Organisation and Functioning of the National Monitoring and Reporting of Greenhouse Gas Emissions and Other Information relevant to Climate Change contains provisions regarding national policies, measures and projections, however, it still needs to be adopted by Moldova.
  • National Energy and Climate Plans (NECPs)

    Development of National Energy and Climate Plans (NECPs) as part of Recommendation 2018/01/MC-EnC

    • Technical Working Group (TWG)
      Following the adoption of Recommendation 2018/01/MC-EnC and the Policy Guidelines 03/2018-ECS on the development of National Energy and Climate Plans (NECPs), an Energy and Climate Technical Working Group composed of technical experts designated by the Contracting Parties was established at regional level in the framework of the Energy Community Energy and Climate Committee.
      Moldova has not officially set up a national working group to prepare the NECPs yet. However, the government is considering the approval of a National Commission on Climate Change, chaired by the Ministry of Agriculture, Regional Development and Environment, as the designated national authority responsible for climate mainstreaming. In addition, a Government Decision on the Establishment of Mechanisms to Coordinate Activities on Climate Change has been published; its adoption is still pending.
      Following the Secretariat’s request, the country is expected to finalize the formation of the national working group by 7 September 2018. 
    • Develop integrated methodological tools to prepare a reference scenario
      Preparatory work on the analytical and technical aspects of the plans is expected to start by the end of 2018.

    • Develop templates for national plans
      Preparatory work on the analytical and technical aspects of the plans is expected to start by the end of 2018.
    • Organize regional consultations and peer review
      Preliminary regional consultations have been launched in the framework of the Energy Community Energy and Climate Committee, to which Moldova participated, and its Technical Working Group.
      After the submission of the draft national plans, a consultation with the other Contracting Parties and EU Member States shall be organised. The consultation will result in an opinion issued by the Secretariat on the draft national plan.
    • Submit National Energy and Climate Plans
      Moldova shall submit the final plan to the Secretariat by October 2020.
