State of compliance

Albania has prepared a draft Law on Climate Change and a draft Decision on a mechanism for monitoring and reporting of greenhouse gas emissions. Both drafts were subject to a public consultation in March 2017. Adoption of the drafts is foreseen in the first quarter of 2019. 
 

  • National greenhouse gas emissions monitoring and reporting systems

    Reviewing the national greenhouse gas emissions monitoring and reporting systems with a view to align with the Regulation (EU) 525/2013

    • Develop a National Inventory System for greenhouse gas emission
      The draft Law and the draft Decision on a mechanism for monitoring and reporting of greenhouse gas emissions would transpose provisions of the Monitoring Mechanism Regulation related to the greenhouse gas inventory. Once adopted, they will establish the institutional framework and arrange the rules for monitoring, reporting and verification of greenhouse gas emissions at the level of sectors/resources and at the national level in line with Monitoring Mechanism Regulation (EU) 525/2013.
    • Low Carbon-development Strategies Adopt Low-Carbon Development Strategies
      The draft Law envisages the development of a National Climate Change Strategy and its two annexes (National Action Plan on Mitigation, NAPM, and National Adaptation Plan, NAP) to be adopted upon proposal of the Minister of Environment and revised every six years. The NAPM will focus on six priority mitigation strategies, while the NAP will be accompanied by a financing strategy. Preparatory work, which is led by the Ministry of Environment in consultation with an Inter-ministerial Working Group on Climate Change, is already well advanced. Its adoption is foreseen during the third quarter of 2018.
    • Introduce legislation defining national systems for Policies, Measures and Projections
      The draft Law on Climate Change includes provisions on establishing a national climate change policy, however, there is no specific reference to setting up a system on projections. This is not fully compliant with Monitoring Mechanism Regulation (EU) 525/2013.
  • National Energy and Climate Plans (NECPs)

    Development of National Energy and Climate Plans (NECPs) as part of Recommendation 2018/01/MC-EnC

    • Technical Working Group (TWG)
      Following the adoption of Recommendation 2018/01/MC-EnC and the Policy Guidelines 03/2018-ECS on the development of National Energy and Climate Plans (NECPs), an Energy and Climate Technical Working Group composed of technical experts designated by the Contracting Parties was established at regional level in the framework of the Energy Community Energy and Climate Committee.
      Albania has not officially set up a national working group to work on the NECPs yet, however, an Inter-ministerial Working Group on Climate Change (IMWGCC) was established in the past by the now Ministry of Tourism and Environment. The working group could be revitalized to encompass all relevant ministries and stakeholders for the elaboration of integrated NECPs.
      Following the Secretariat’s request, the country is expected to finalize the formation of the national working group by 7 September 2018.
    • Develop integrated methodological tools to prepare a reference scenario
      Preparatory work on the analytical and technical aspects of the plans is expected to start by the end of 2018.
    • Develop integrated methodological tools to prepare a policy scenario
      Preparatory work on the analytical and technical aspects of the plans is expected to start by the end of 2018.
    • Develop templates for national plans
      Preparatory work on the analytical and technical aspects of the plans is expected to start by the end of 2018.
    • Organize regional consultations and peer review
      Preliminary regional consultations have been launched in the framework of the Energy Community Energy and Climate Committee and its Technical Working Group, to which Albania participated.
      After the submission of the draft national plans, a consultation with the other Contracting Parties and EU Member States shall be organised. The consultation will result in an opinion issued by the Secretariat on the draft national plan.
    • Submit National Energy and Climate Plans
      Albania shall submit the final plan to the Secretariat by October 2020.
