State of compliance

Albania has achieved some level of preparation for addressing climate change, but alignment with the EU acquis is still limited. Albania has prepared a Law on Climate Change and a Decision on a mechanism for monitoring and reporting of greenhouse gas emissions. Both were subject to a public consultation in March 2017.
Decision no 499 of the Council of Ministers on the proposal of the draft Law "On climate change" was adopted on 17 July 2019. Albania is now waiting for the Law to be adopted by the Parliament.

 

  • National greenhouse gas emissions monitoring and reporting systems

    Reviewing the national greenhouse gas emissions monitoring and reporting systems with a view to align with the Regulation (EU) 525/2013

    • Develop a National Inventory System for greenhouse gas emission
      The Law and Decision on a mechanism for monitoring and reporting of greenhouse gas emissions is expected to transpose provisions of the Monitoring Mechanism Regulation related to the greenhouse gas inventory. Once adopted, the Law will establish the institutional framework and arrange the rules for monitoring, reporting and verification of greenhouse gas emissions at the level of sectors/resources and at the national level in line with Monitoring Mechanism Regulation (EU) No 525/2013.
    • Low Carbon-development Strategies Adopt Low-Carbon Development Strategies
      On 2 July 2019, the Government endorsed the National Climate Change Strategy and its two annexes, the National Action Plan on Mitigation (NAPM) and the National Adaptation Plan (NAP). Implementation of the Paris Agreement and the NDC target are at the core of the strategy.
    • Introduce legislation defining national systems for Policies, Measures and Projections
      The soon-to-be adopted Law on Climate Change includes provisions on establishing a national climate change policy, however, there is no specific reference to setting up a system on projections. This is not fully compliant with Monitoring Mechanism Regulation (EU) No 525/2013.
  • National Energy and Climate Plans (NECPs)

    Development of National Energy and Climate Plans (NECPs) as part of Recommendation 2018/01/MC-EnC

    • Technical Working Group (TWG)
      Following the adoption of Recommendation 2018/01/MC-EnC and the Policy Guidelines 03/2018-ECS on the development of National Energy and Climate Plans (NECPs), an Energy and Climate Technical Working Group composed of technical experts designated by the Contracting Parties was established at regional level in the framework of the Energy Community Energy and Climate Committee.
      Albania has also officially set up a national working group to work on its NECP. A working group for the preparation of the NECP was established by an Order (No. 52) of the Prime Minister of 7 March 2019, indicating the governance structure and timeframe of action. The Ministry of Infrastructure and Energy is leading the process.
      The working group has convened already in November 2018 and July 2019 to discuss key priorities and responsibilities. Its preparatory work is focusing on the elaboration of a detailed draft process map and an action plan for the development of the Albanian NECP.
    • Develop integrated methodological tools to prepare a reference scenario
      The preparatory work on the analytical and technical aspects – supported by a team of modelers -  is expected to start in October 2019.

    • Develop templates for national plans
      The template for the NECP was discussed and clarified on several occasions. The plan will be elaborated following the structure and parameters indicated in Annex I of Regulation (EU) 2018/1999.
    • Organize regional consultations and peer review

      Preliminary regional consultations have been launched in the framework of the Energy Community Energy and Climate Committee and its Technical Working Group, to which Albania participated.
      After the submission of the draft national plan, a consultation with other Contracting Parties and EU Member States shall be organised. The consultation will result in an opinion issued by the Secretariat on the draft national plan.

    • Submit National Energy and Climate Plans
      Albania shall submit the final plan to the Secretariat by October 2020.
