With the Procedural Act No.2006-03, the Ministerial Council established the Energy Community Budget Committee in Nov 2006.
Tasks
The Budget Committee supervises and advises the Director in the financial management of the operations of the Energy Community. In case of disagreement with the Director, the Budget Committee has the task to report to the Ministerial Council in accordance with rules of the Procedural Act No.2006-03.
The Director is expected to inform regularly the Budget Committee on all matters relating to budgetary and financial management. The Budget Committee is empowered to obtain any necessary information or explanations regarding budgetary matters.
Composition
The Budget Committee consists of one member from each of the Contracting Parties and two members of the European Union, represented by the European Commission. The European Union and each Contracting Party are free to nominate their representatives. The term of office of the Budget Committee is 2 years.
Modus operandi
The European Commission chairs the Budget Committee meetings.
The Budget Committee is expected to hold at least four ordinary meetings a year. ln addition, it can meet at the instance of the Chairperson or at the request of at least one third of its members.
The Budget Committee acts by simple majority of the votes, including the positive vote of the European Union. ln case of equal votes, the European Union shall have the deciding vote. The Secretariat is invited to take part to the meetings, but has no voting rights.
