BUDGET AT A GLANCE

Budget of the Energy Community is adopted biannually by the Ministerial Council of the Energy Community based on a proposal by the Commission.

 

Structure

The budget covers operational expenses of the Energy Community necessary for the functioning of its institutions. It includes an estimate of the revenue and expenditures of the Energy Community for each year. It entails an outline of the work program for the Energy Community for the budget period in question, as well as, an establishment plan setting the authorized number of permanent and temporary posts. 

 

Contributions

Energy Community’s activities are financed by the contributions of the Parties to the Treaty establishing the Energy Community according to the Parties’ contribution table laid down in Annex IV of the Treaty. According to Article 73 of the Treaty, "the level of contributions may be reviewed every five years, on request of any Party, by a Procedural Act of the Ministerial Council."
Pursuant to Procedural Act 2010/01/MC-EnC, the European Union represented by the Commission provides 98% to the overall budget of the Energy Community starting 2011.

 

 
 

Implementation

In accordance with Article 75 of the Treaty, the ultimate responsibility for the implementation of the budget lies with the Director of the Secretariat. The main rules governing the establishment and implementation of budget are laid down in the Procedural Act No.2006-03 adopted by the Ministerial Council.

Internal controls are accompanied by a set of Financial Management Rules, independent external auditing, regular reporting on activities and budget implementation to the Budget Committee. At the end of each financial year, the Ministerial Council examines the report of the external auditors and on this basis grants discharge to the Director.
