Budget of the Energy Community is adopted biannually by the Ministerial Council of the Energy Community based on a proposal by the Commission. The budget covers the spending of all the Energy Community’s institutions. It fixes income and expenditure for each financial year within the biannual budgetary period. It is accompanied by the lists all the activities in a form of work program and contains also the list of authorized posts for the same budget period. 
 
Energy Community’s activities are financed by the contributions of the Parties to the Treaty establishing the Energy Community according to the parties’ contribution table laid down in Annex IV of the Treaty. European Union represented by the Commission provides 98,10% to the overall budget of the Energy Community. 
 

In accordance with Article 75 of the Treaty, the ultimate responsibility for the implementation of the budget lies with the Director of the Secretariat. The main rules governing the establishment and implementation of budget are laid down in the Procedures for the Establishment and Implementation of Budget, Auditing and Inspection adopted by the Ministerial Council of the Energy Community. Internal controls are accompanied by a set of Financial Management Rules, independent external auditing regular reporting on activities and budget implementation to the Budget Committee. At the end of each financial year, the Ministerial Council examines the report of the external auditors and on this basis grants discharge to the Director.
 

The Ministerial Council adopted the budget of the Energy Community for the period 2008-2009 on 18 December 2007. The budget of Energy Community for the upcoming budgetary period 2010-2011 was approved by the 6th Ministerial Council on 26 June 2009 in Sarajevo, Bosnia & Herzegovina.
