In Oct 2007, the signatories of the Memorandum of Understanding on Social Issues agreed “to assess the need for a Social Forum for the consideration of the social impacts of energy market reform.” At the following Ministerial Council, the Secretariat presented a paper proposing the establishment of the Social Forum. In its conclusions, the Ministerial Council prompted the Secretariat to proceed in preparing the 1st Social Forum for autumn 2008.
It is the task of the Energy Community Social Forum to review the implementation of the principles laid down in the Memorandum of Understanding on Social Issues. The Social Forum convenes once a year. Its chairmanship is based on a rotation principle, following the Presidency in Office of the Energy Community on the date.
