PERMANENT HIGH LEVEL GROUP

Composed of one representative of each Contracting Party and two representatives of the European Community, the PHLG is more closely involved in the Energy Community's day-to-day work. One non-voting representative of each Participant may participate in its meetings.
 

PHLG meets normally four times a year and is in charge of the following:

  1. prepares the work of the Ministerial Council;
  2. gives assent to technical assistance requests made by international donor organizations, international financial institutions and bilateral donors;
  3. reports to the Ministerial Council on progress made toward achievement of the objectives of this Treaty;
  4. takes Measures, if so empowered by the Ministerial Council;
  5. adopts Procedural Acts, not involving the conferral of tasks, powers or obligations on other institutions of the Energy Community;
  6. discusses the development of the acquis communautaire described in Title II on the basis of a report that the European Commission shall submit on a regular basis.

According to the Treaty establishing the Energy Community, the Permanent High Level Group defines its own internal rules of procedures, which has been done in October 2006. The Presidency has the right to decide where the next PHLG meeting will be held in consultation with the Vice-Presidency.
