The tasks of the Ministerial Council are explicitly elaborated in the Treaty. Procedurally, the work of the Ministerial Council follows Internal Rules of Procedure, as adopted by it in November 2006.
A key task of the Ministerial Council to ensure that the objectives set out in the Treaty establishing the Energy Community will be attained. In its function of an executive organ, the Ministerial Council
- takes Measures;
- provides general policy guidelines;
- adopts Procedural Acts.
The Ministerial Council consists of one representative of each Contracting Party and two representatives of the European Community. It has been agreed that one non-voting representative of each Participant may take part in its meetings.
The Presidency is held in turn by each Contracting Party for a term of 12 months. It can convene the Ministerial Council in a place of its choice upon consultation with the Vice-Presidency. The Ministerial Council shall meet at least every 12 months. It is the task of the Secretariat to prepare Ministerial Council meetings.
The Treaty also defines the reporting obligations of the Ministerial Council. It has to submit an annual report on the activities of the Energy Community to the European Parliament and to the Parliaments of the Adhering Parties and of the Participants.
